我們的江海夢痕:從「田野」望向「社會」

        這是一場座談的邀約,期盼與諸位年輕學者相聚交換意見、分享觀點。我將以簡短的眷村田野影像紀錄與雜感作為引言,然後從「個人的日常生活」面向邀請並聆聽彼此對於龍應台新書「大江大海」(http://www.cw.com.tw/book/1949/video.jsp)以及鍾權紀錄片「我們」(http://tinyurl.com/The-Chaiwan-Matchup)的回應。如果時間允許,將於座談後播放我個人很喜歡的 60分鐘紀錄片「夢痕」(陳一芸導演),全片有著淡淡的幸福與詩意,或許可與沉重的歷史作另類的對照。

(補充說明:由於近日身體微恙致準備不及,未能以學術 Seminar 的方式、有系統地報告這半年來的田野觀察、而改採較不嚴謹的引言/座談形式,在此謹向各位 Seminar Synergy 成員致歉。)

台灣女性的家庭關係與心理健康--從「依附理論」的角度探討台灣女性家庭關係對心理健康的影響

        近年來台灣婦女的地位提升,受到高等教育女性的人數比例增加,不僅比例上多於男性,受到高等教育的女性比率也多於鄰近的韓國、日本和中國大陸。同時,台灣女性結婚的年齡也越來越晚,平均結婚年齡從1991年的26歲,延後到2007年的27.5歲;台灣單身的女性人數也在十年中增加了22%(內政部,2007)。不但如此,根據內政部主計處資料顯示,2006年台灣的離婚率為12.86,更是亞洲國家中第一高。由上述的統計數據中可以看出,近二十年來台灣女性的家庭與婚姻關係有著不同與以往的處境。

Influence of Confucianism on Japanese Colonialism

World Systems Theory remains the dominant paradigm in Political Economy when examining colonialism and modern empires.  The Core-Periphery relationship based around exploitation of labor and resources, or capitalist cycles of accumulation is a powerful theoretical tool, and a useful lens through which to view European colonialism. However, the expansion of the Japanese empire into northeast China and Taiwan did not follow the same pattern of development and exploitation as its European counterparts, and had dramatically different outcomes for the former colonized states.  This research compares traditional political economic models of Japanese colonialism with a modified version of Michael Mann’s model of social power allowing for ideological drivers of expansion.  Specifically attempting to identify the role of Confucianism as a governing ideology in Japanese imperial expansion from 1895 (the treaty of Shimonoseki) to 1937 (the beginning of Japanese militarism).  In order to determine whether ideology played a significant role in the Japanese colonial administration individual accounts of colonial administrators, both Japanese and foreign, and economic and political reports have been examined. Thus, this project address two questions: 1.) To what extent does Michael Mann's framework improve upon existing models of colonialism?, and 2.) How Confucian was Japanese colonialism?

Modeling the Effect of Youth Employment Patterns on Crime in the US

An ongoing debate in the literature on employment and crime concerns whether youth employment prevents crime, promotes it, or is spurious.  Previous research has identified interactions between work intensity and extensity, such that youth with stable jobs involving fewer than 20 hours of work per week experience better developmental outcomes than their peers with different work patterns. Drawing on data from a ten-year longitudinal study of crime among 1,532 youth in Denver and using Inverse Probability of Treatment Weighting (IPTW) methods, this research tests whether these work patterns are causal or merely reflect selection effects. The results indicate that changing employment patterns do cause changes in delinquency among youth ages 15-17, with steady, non-intensive jobs resulting in less crime than other patterns. The results are more robust for general delinquency than for economic crime, suggesting the mechanism driving this relationship may not be rational choice. Policy implications are also discussed.

Emotions and Fieldwork

田野調查是一種常用的研究方法。我們組了一個Reading Group閱讀一本與田野調查有關的小書Emotions and Fieldwork。

此書作者從田野工作者的專業認同談起,重新檢視許多不言自明的成規,例如:如果我們將自己浸入田野中的時間不夠久,和報導人不夠熟,我們就不能算是真正的田野工作者嗎?萬一選定的場域本身就不允許我們介入這麼深,我們的田野還會有價值嗎?身為研究者,我們總是得表現出同意報導人的樣子嗎?我們一定要同理報導人的做法或處境嗎?無法同理報導人,是否就代表我們能力不足?萬一對報導人產生政治不正確的情緒(氣憤、失望),我們該怎麼做呢?對於這些問題,作者從自身的田野經驗中爬梳出可能的做法,同時也試圖翻轉社會學研究既有的實證主義典範。

本次共同報告是一個新的嘗試。首先,官晨怡將對Emotions and Fieldwork這本書進行15分鐘導讀。接下來,我們三人將各以5~10分中從自己的研究立場和田野經驗回應此書。最後,35分鐘開放討論。希望以此方式將「為何要這樣做研究?」的許多方法論的基本問題和爭議突顯出來。

服務性社團與公民社會

民主政治的可貴之處在於,透過公民參與的過程,將個人的利益衝突轉化為追求集體的共同利益。台灣目前已進入民主鞏固的階段,其公民社會的社團組織呈現異質多元的特性,不同類型的民間社團分別制約個體參與公共領域的行動形式。這些社團組織不僅直接或間接地影響著公共決策,更促進台灣的公民社會成形。

服務性社團指涉諸如扶輪社、獅子會、同濟會、青商會等社團組織;公民社會則是國家與家庭之間的中介性領域,其最重要的特徵是獨立性與自主性。服務性社團作為公民社會的一部分,我們發現,其組織性格是一種強調互助的中產階級兄弟會。

本研究先針對國際扶輪的組織原則與扶輪社在台灣的發展歷程進行考察,發現扶輪社員以異業結盟的原則,參與全面性的社團生活。藉由四大考驗的信條轉化成員的價值觀,並透過參與累積社會資本。透過四大服務、與政治部門連結等等的集體行動,台灣的扶輪社得以鞏固在公民社會的正當性。

探路:從殖民治理性到殖民性治理

殖民主義是一個充滿爭辯的研究領域,圍繞著「治理性」(governmentality)(Michel Foucault, 1991[1979])所開啟的「殖民治理性」(colonial governmentality)(David Scott, 1995)研究,挑戰了帝國主義殖民支配或者東方主義殖民論述的發問方式,開始深入殖民現代性與後殖民觀點的理論視野。

經濟危機在哪裡?比較台灣與俄羅斯工會的危機認識與回應

「經濟危機」是2008年全球金融海嘯擴大衝擊到產業生產秩序後,世界多國政府與產勞學界對當下經濟形勢的認定。然而對於工作與勞動權利受到嚴重衝擊的產業勞工和其代表組織來說,目前的經濟形勢是否被認知為危機,研究發現不同勞工群體間的認知與判斷呈現差異。進一步從遊行訴求等集體行動分析,行動訴求看似皆訴諸政府保護受害勞工,實質的內容與框架其實不同。

The political-economic dimension of pension-finance nexus in Taiwan

The thesis is to explore the affinities between the financial system and the policies pursued in pension reforms. It builds on research in the pension-finance nexus, demonstrating how the links between pensions and finance in Taiwan are established. The study also highlights the transforming process and examines pension reforms in the national political-economic context. The following research questions are probed: firstly, what is the interaction and interdependence between financial systems and pension regimes? In a new system fledging with first tier and occupational (2nd tire) pension schemes, what are the characteristics of the system? In the intersection of social security system, financial asset management, and labour-employer relationship, how did the political process evolved? Finally, when we compare the pension fund of the reformed occupational scheme (Labour Pension Fund) to other retirement funds, what legacies or breakthrough do the new fund show in the governance rationale? How are they institutionalized? What has been witnessed with the rise of pension funds?

In order to tackle these issues, the study utilizes historical documents for institutional analysis, and semi-structured interviews for exploring practices of fund governance. Three theories in social policy and economic geography— pension politics, developmental state and its relations to finance, and internationalisation of financial industries—will be carefully reviewed. At this stage, it is suggested that the pension reform is close linked with financial deregulation, which involves addressing fundamental issues regarding the role of the state, finance, and firms.

我們生活在ㄧ個充滿各式各樣標準化量測的時代我們對個人身體的控制相當程度依賴各種標準化醫療儀器的測量,我們對環境氣候的掌握常常必須依靠各種物理化學儀器對溫度或是空氣品質的測定,甚至我們對社會活動的理解也仰賴各種標準化統計工具的量度,這些標準化的量測提供了日常生活的確定性,少了這些定量的數字,幾乎很難想像社會生活的可能性。

國際農糧體制與臺灣糧食依賴:關於戰後臺灣養豬業歷史發展的考察

本次報告將以歷史社會學與政治經濟學的研究視角,藉由戰後臺灣養豬產業的歷史發展過程,說明導致臺灣產生糧食依賴的結構性因素。戰後臺灣的農業經濟體系納入由美國主導的國際農糧體制內,臺灣的糧食生產與消費也因此受到國際農糧體制的規約與影響。為開拓其剩餘農產品的海外市場,美國除透過出口補貼以增加其農產品於國際市場上的競爭力;另一方面則積極拓展「糧食外交」,提供各項優惠措施予他國購買美國剩餘農產品。此外,美國更以改善國民營養、提高動物性蛋白質攝取量為由,鼓勵其他國家配合發展畜牧業,進而增加其對美國飼料穀物的需求。為配合美國推銷其剩餘農產品,中國農村復興委員會於1960年代開始推動「綜合養豬計畫」,經建單位亦積極扶持飼料工業發展。其後,國際農糧企業更紛紛來臺投資設廠。臺灣的養豬業因此逐漸擺脫傳統農家副業經營的型態,開始轉型為所謂的「現代化養豬產業」。然而,以玉米飼料為基礎所發展的養豬產業,一方面造成傳統的甘薯飼豬方式迅速消散與甘薯產量的遽減;另一方面則導致臺灣對美國飼料穀物產生嚴重的結構性依賴。

Staging Tradition: The conceptualization and formation of traditional theatre and/or theatrical tradition in Postwar Taiwan

In contemporary Taiwan society, many indigenous forms of theatre—e.g. gezaixi, jingju, budaixi, or the like—are generally known as traditional theatre.  However, if looking back in time, a thoughtful theatergoer may discern that many of these so-called traditional theatres were not always held in high esteem in the past.  Theatricals were given under the ritual or social circumstances and therefore exclusively meant for ceremonious function or a means of pastime for the general populace.  Some like gezaixi—despite its rapid rise and popularity in the first half of the twentieth century—were even reckoned as a risqué play, filthy and unbecoming to the ethos of modern society. It is since the postwar era that some indigenous forms of theatre have been considered differently, among which jingju, in particular, was taken for the emblem of cultural heritage and then designated as the ‘national drama’ which received an all-out and exclusive support from the state in the early postwar era.

This paper deals with the ambiguous roles and the related perception of the governance efforts of “overseas Chinese” merchants who intensified their activities with regard to “nationalist” philanthropy in China during the Republican period. In the 1920 and 1930s overseas Chinese merchants settled in Gulangyu, an island lying only a few hundred meters away from Xiamen city, which developed into a base for the provision of new governance services for the city of Xiamen. These services included the founding of schools, the setting up of a basic public transport system, and the launching of infrastructure projects to establish electricity and water supplies for the city and the region.

Starting in 2006 as a legislative organization operative in relation to Taipei City Urban Redevelopment Department’s Danan Road facelift, “Shilin Old Streets Prosperity Association”, a community organization made up of property owners and shop owners has taken a more active role in branding itself by proposing to the city a master plan designating vending units in storefront arcades to revitalize local retail businesses. In so doing, association members levy annual fees upon themselves to support streets maintenance, operational costs, and potentially private policing. Resembling the Business Improvement Districts (BIDs) prevailing in the U.S., U.K., and Canada, this public-private partnership represents a shift toward a neoliberal mode of placemaking and community-building that synthesize culture and consumption as a response to postindustrial decline and decreasing public funding.

Helen Thomas在Dance Modernity and Culture(1995)一書中問道:「1930年代美國現代舞如何生成?」她以美國現代舞形成的社會、文化範疇為探索範圍,以Martha Graham的發跡過程與舞作為證例,解開現代舞源出於美國,而非承襲於歐洲傳統之謎,同時也體現了舞蹈的社會性(sociality),亦即特定藝術形式與社會的對話。我的研究則以「雲門舞集在當代台灣社會何以成為可能?」的提問出發,以「雲門」三十五年以來的發展為觀察對象,企圖探討:一、台灣第一個職業舞團「雲門舞集」,這個具指標意義之特定文化生產的社會過程;二、此一社會過程與社會集體文化展演間的關連性與特殊性。

Framing Sociology in Taiwan, Hong Kong and Singapore:
Geopolitics, State and Its Practitioners

Taiwan, Hong Kong and Singapore are three demographically Chinese-dominated later-developed East Asian societies where higher education was first ‘implanted’ under colonial rule and subsequently developed as part of the national development project toward the Western modernity. Sociology, under this historical pattern of development, was imported from the Euro-Anglo world and applied by a group of largely Western-trained scholars. Such a pathway presents two dilemmas for the local sociologists, namely the epistemological dilemma on negotiating Western paradigms in seeking local relevance, and the strategic dilemma between conforming to the Euro-Anglo agenda for better ‘integration with international academia’ or developing their own agenda for greater ‘academic autonomy’ in responding to domestic social issues. Both dilemmas have long existed, but seemly sharpened in some recent shifts in the higher education system often discussed associated with the discourse of ‘academic globalization.’
 
This study aim at addressing questions at three levels of analysis:

The Becoming of Immigrants from Outsiders to In-Betweens: The National Identity of Immigrants in Taiwan

Since the late 1970s, waves of immigrant women have entered Taiwan on the status of spouses of local citizens. The marriage immigration gathered speed as the travel ban on China was lifted in 1987 and soared in the early 21st century. Up to the end of 2008, the number of female spouses from China and Southeast Asia has totaled 413,421, 66 per cent of which is from China and 34 per cent from Southeast Asia. Together with Japan, South Korea, Hong Kong and Singapore, Taiwan has become one of the major destinations for marriage immigrant women in the East Asian region.

蒐藏移民生活的歷史記憶:
當代台灣眷村博物館/文化館的觀察與芻議

社會人類學家 Nigel Rapport (1998) 曾精闢地指出:「移居/移動」,是今日人類生活的典型;不論我們身為外來移民或本地居民,觀光客或在地人,難民或公民,都市人或鄉村人,「移居/移動」建構了當代的社會經驗,而這社會經驗則形塑著我們。文化理論家 Robin Cohen (1997) 甚至進一步表示:「身處異地、成為異鄉人」可說是人類現況的最佳寫照。台灣,是由歷史上一波又一波的移民所構成的共同體。少數移民停留了一段時間後就離開了,為數不少的移民則因為不同的原因,選擇留下來繼續在這塊土地上生活。一九五○年代前後台灣經歷了百年來最大的一次移民潮,這些來自中國不同省份的移民,將豐富多元的家鄉文化帶來台灣,而五、六十年來的眷村,則成為這些文化安身立命彼此交融以及與眷村(內)外台灣文化對話的基礎。

近年來隨著老舊眷村改建計畫的進行,台北市、桃園縣、新竹市、高雄市等地已陸續成立眷村博物館/文化館,而澎湖縣、台北縣、台南市等也設立(或著手規劃)眷村文化園區。本研究將以目前較具規模的台灣眷村博物館/文化館:新竹市眷村博物館與高雄市眷村文化館作為觀察對象,分析其蒐藏實踐與經營 策略,並以2007年10月甫開幕位於巴黎的法國國立移民博物館 (French National museum of Immigration / Cité nationale de l’histoire de l’immigration, CNHI) 為參照,提出針對未來台灣眷村博物館或移民/公民會館蒐藏與發展的淺見與建議。

Invisible Work and Disposable Labor:
The State’s Abandonment of Migrant Care Workers in Taiwan

    In early 2003, a famous advocate for disability rights in Taiwan, Liu Hsia, died as a result of accidental mistreatment by her Indonesian care worker, Vina. The accident engendered widespread discussion on the “safety” issue of importing migrant care workers into Taiwanese society. But behind the veil of safety concerns, what was going on in the trenches, where these women were doing work and sustaining their everyday lives? Vina never had a day off since she began working for Liu’s family. The nice relationship between Vina and Liu did not mitigate the intensive pressure that Vina suffered from caring for a severely disabled person 24 hours a day and 365 days a year. Later psychiatric assessment revealed that Vina was troubled by psychosis. This was the context for what happened to Vina and her employer, and it points to the difficulties of myriad live-in migrant care workers like her who worked invisibly in private households in Taiwan.

「原/圓夢」之球:與伍佰元鈔票中的主角相遇
        2001年暑假,完成了在椰林的碩士進修之後,歷經了四百公里的搬家旅程,我來到了台灣第一所體育中學任教,它是我社會實習的第一個田野。新台幣伍佰元鈔票上的主角、《冠軍之後》紀錄片的強棒、紅葉少棒的後代同時成為課堂上的學生,讓我歷經一場田野的洗禮,體驗文化衝擊的震撼教育!打職棒、甲子園和大聯盟是每一個原住民棒球少年心中的美夢。「如果沒辦法打職棒呢?」我曾經試圖殘忍的戳破年輕的夢想氣球,聽到的不脫兩個答案:「那就去釘板模或當兵啊……」。
        幸運的是,年輕熱情的圓夢之旅已有少數人上路。紅葉少棒福將余宏開之子—余賢聖任職興農牛隊練習生;棒壇著名的陽家將家族—陽仲壽前進甲子園後順利進入日本職棒火腿隊;而南王少棒的王牌投手—增菘瑋的美國大聯盟之夢也在克利夫蘭印地安人隊小聯盟高階1A開始起飛。然而,其他未上報的多數,我卻一無所悉……

台灣青少年的自尊成長曲線:家庭與學校脈絡的影響

        既有的文獻,受到資料與分析方法的限制,對於青少年自尊成長軌跡的研究發現差異甚大。而在台灣,由於現有分析多採用橫斷面調查資料,亦未能清晰呈現台灣青少年自尊成長曲線的樣貌。對青少年自尊的發展而言,已知家庭和學校脈絡因素有重要影響,但鮮少有研究探索此兩種脈絡在青少年不同成長階段的相對重要性。有鑑於此,本文採用「台灣青少年成長歷程研究」的六波長期追蹤資料,試圖描繪台灣青少年的自尊成長軌跡,並探究家庭與學校脈絡在自尊成長過程中扮演何種機制。研究結果顯示,台灣青少年的自尊發展呈非線性成長。個人自尊首先在青少年前期大幅下降,在青少年中期先略微上升之後再下降,到了青少年後期,則呈現緩慢上升的趨勢。男性青少年的自尊一般比女性青少年為高;兩性的自尊差異,在青少年前期較大,但到了青少年中期和後期,差距轉為減小。就相對影響強度而言,學校脈絡因素對青少年前期的自尊發展影響較大,而家庭脈絡則對青少年後期的自尊變化影響較大。同時,父親和母親支持程度對青少年自尊的影響,在不同階段也顯現出差異。

我們的社會生活離不開標準化的量測,從今天氣溫幾度,到衣服鞋子穿幾號,甚至到各種健康指數等等,我們相信也相當程度依賴這些數值標準,但我們對這些數字標準的生產過程,特別是科學量測卻少有關注。然而2008年的毒奶粉與其量測標準的爭議卻翻轉了這個印象。除了對業者的道德控訴之外,整起事件的一個重要焦點,是一個牽動政府,科學家與公眾的科學爭議—如何量測三聚氰胺。政府,科學家以及民眾莫不在問,到底標準在哪裡?

本論文探討台灣剖腹產現象中的性別政治,透過分析孕婦雜誌、相關網站與新聞…等孕婦們賴以汲取生產知識的來源,以及官方或醫院報告,深入檢視主流論述如何建構出無知自私的女性形象,並結合我的田野發現,指出形成台灣高剖腹產率的結構性因素,反駁責怪婦女的主流論述。

老人照顧 政策 知識典範

世界各國都在憂心人口老化的問題,並且設計出各種『長期照顧』福利政策以為因應。但是每個國家設計的長期照顧政策,都受到該國以及大環境的歷史、政治、經濟、文化,以及醫療與社會科學知識典範的影響。我的論文就是以台灣作為東亞福利體系國家的一個例子,去探討台灣制定老人照顧政策的過程中,將福利先進國家的老年學知識典範與政策,在台灣在地化 (localization)的推手角色,以及不同知識典範碰撞在地文化的適應過程(adaptation)。

「理性的經濟資源交換」或「性別角色態度展現」?
台灣、中國、日本及南韓的家務勞動跨國比較

儘管社會學者對無酬家務勞動的研究在1980年代之後日益增多,經濟學或經濟社會學者對此議題的關注仍相當有限,此外,跨國比較研究證實有助於檢驗理論的適用性,而系統性的比較並解釋東亞社會兩性家務勞動參的研究則付之闕如。本研究主要的目的在於了解台灣、中國、日本及南韓兩性家務勞動參與的狀況,並進一步比較影響這四個國家兩性家務勞動參與的因素,最後本研究試圖回答「經濟及交換模型」與「性別模型」對於東亞四國兩性家務勞動參與解釋力之差異。

G. Mead與王陽明的語言觀及其社會學意涵

台灣的社會學研究者之間似乎流行著一種有趣的自我分類法:XXX是「搞理論的」;OOO是「做經驗研究的」。彷彿「搞理論的」和「做經驗研究的」是兩種不相干的研究活動。但是,如果我們把社會學看成是由三種互相影響的研究活動——哲學、方法論、方法——交織而成,那麼「搞理論的(哲學)」和「做經驗研究的(方法)」就會因為方法論的探索而銜接在一起。再者,百花齊放的當代社會學也可以被視為是各種不同的「哲學-方法論-方法」主張的展現。此外,我們還可以進一步追問:社會學研究所蘊含的「哲學-方法論-方法」非得源於西方思想嗎?能不能從其他非西方的思想傳統發展出不一樣的社會學研究取徑,亦即,將其他非西方的思想注入社會學?

Mechanismic Explanation in Social Science: State of the Art

The mechanism-based explanation has received growing attention in recent years. Scientists from various disciplines, including biology, psychology, cognitive neuroscience and physics, have engaged in the debates over the status of mechanism-based explanation and modeling, even though most of them refer to the explanation based on mechanisms as “mechanistic” explanation instead of what Mario Bunge calls “mechanismic” explanation (see e.g. Bechtel and Richardson, 1993; Machamer, Darden and Craver, 2000; Craver, 2001, 2005, 2006, 2007; Bechtel and Abrahamsen, 2005; Craver and Bechtel, 2006; Darden, 2006; Wright and Bechtel, 2007). As three distinguished scholars (with background in neurobiology and molecular biology) note in one of their important contributions, “much of the practice of science can be understood in terms of the discovery and description of mechanisms” (Machamer, Darden and Craver, 2000: 2). Two physicists also acknowledge that “the mechanism-based approach places significant weight on the role of the underlying mechanism in the process of identifying the causal relationship between a cause and its effect, rather than the quantitative relationships…A mechanism-based explanation describes the causal agent and the effect, as well as the underlying mechanism that explains ‘how’ and ‘why’ the cause(s) produces the effect” (Hung and Jonassen, 2006: 1603-4).

孔恩 (Thomas S. Kuhn) 在發表其「典範」論後,不僅成功地在傳統以數理邏輯為主要舞台的科學史與科學哲學界激起了不小的漣漪,更在各不同的領域引起了共鳴與批評。孔恩試圖將社會文化的影響加入科學史的研究中,並強調其思想的來源乃是由其他社會人文而來。對此,孔恩試圖以“Comment on the Relations of Science and Art”一文開啟其與藝術界的對話。

以往經濟社會學以網絡觀察經濟行動,傾向以企業或個人的實質社會關係來 考察社會結構。近年來一系列金融社會學研究則對此提出批判,認為金融市場中 的經濟交換是以形上的知識為基礎,將市場視為一種流動的知識鑲嵌或全球微觀 網絡。但本研究認為股市中的行動者必須同時鑲嵌在「實質」與「形上認識」兩 種關係中,所以任何資訊的詮釋必須被安置此社會條件下,行動者才能將市場中 的訊號轉換為理解經濟世界的資訊。

The Knowledge Politics of the Emerging Technologies in Taiwan: Governance Framework, Institutional Gaps and Historical Contexts

The ‘knowledge politics’ of emerging technologies in Taiwan is examined to make a case for furthering our understanding of how novel forms of scientific knowledge and technologies are produced, promoted, adopted, resisted and negotiated in a ‘technologically catching-up’ country. Based on a survey of government documents and relevant scholarly literature, plus a series of interviews with leaders of government institutions, S&T policy think tanks, concern groups, a national project and some experts, I shall in this paper (1) sketch the institutional framework for S&T governance in Taiwan, (2) outline the recent initiatives taken in response to the emerging technologies and discuss the seemly imbalance between reported ‘developmental’ versus ‘regulatory’ measures, (3) identify the major institutional gaps in the current governance framework— the insufficient adaptability of the legal and legislative system, barriers for dialogues, and the delayed risk/ethics politics, and (4) discuss Taiwan’s historical-social context in which the issues explored earlier are anchored— special attention are paid to the economical development mentality, the expert-politics derived from the Confucianism culture and the legacy of authoritative regimes, and some transnational forces at work.
