越南環境資源部與環境警察局在近日公佈,台灣著名味精製造廠商味丹公司因污水排放未達標準,嚴重污染當地Thi Vai河,將被處以巨額罰款。該廠被起訴的理由有三:(1)每日透過暗管排放500萬公升未處理之廢水到Thi Vai河;(2)非法增加產量,特別是味精由原本的一天5000噸非法增加到15000噸;(3)超額飼養208頭豬隻,且固體廢棄物未經處裡直接棄置Thi Vai河。由於近40公里的Thi Vai河,有將近15公里是完全無生物存在,味丹企業在當地經營15年,被視為污染河川的主要元兇。過去味丹越南廠也曾因兩次公害事件被分別罰款93.75萬美元與562.5美元,但由於利潤大過罰款許多,導致公害事件再度重演。

 
Police tell how river was killed
 
HA NOI — Monosodium glutamate (MSG) producer Vedan will face charges and large fines for dumping untreated waste into the Thi Vai River, the Minister of Natural Resources and Environment Pham Khoi Nguyen said at a press conference yesterday.
 
The Taiwanese-invested Viet Nam Monosodium Glutamate Plant has allegedly been releasing more than 5,000cu.m of untreated waste water per day into the Thi Vai River through a sophisticated underground pipeline for the many years.
 
The minister announced Vedan’s main violations that had been officially accepted by Lin Meng Fu, the Taiwanese manager for treating waste.
 
The plant is also said to be equipped with another pump and pipeline system to dump post-fermentation molasses waste and solid substances. "Each month, nearly 45,000cu.m of post-fermentation molasses waste is discharged into the river," said Thao.
 
The activity led to huge profits, saving the company VND10 million (US$625) per cubic metre to treat post-fermentation molasses waste and VND5 million ($312) per cubic metre to treat waste water.
 
Vedan was reported to be saving US$30 million per month thanks to the illegal pipeline system.
 
The system is said to have used a two-way valve system, one which closed waste water containers during inspections.
 
The second charge against the plant is for illegally increasing its capacity of natri-carbonate to 6,600 tonnes per month from 3,100 tonnes, monosodium glutamate to 15,000 tonnes from 5,000 tonnes per month and denatured starch to 4,000 tonnes from 2,000 tonnes per month.
 
The plant’s final charge is for an illegal pig farm, raising 208 pigs without authorisation.
 
The company was also found to be pumping solid waste from the farm directly into Thi Vai River.
 
Nearly 40km of Thi Vai River is now seriously polluted, with 15km of the river not able to sustain any form of life. Vedan is considered to be the main perpetrator of this tragedy.
 
Nguyen said that Vedan had made considerable profits for over 15 years but had been destroying the environment and seriously harming the health of the local population.
 
Hidden things
 
Between 1995-2005, Vedan was found to have pumped treated waste water contaminated with substances that far exceeded limits. Xyanua levels were found to be 5,600 times over the limit and Coliform levels, over 100 times, according to Tran Hong Ha, Deputy Minister of Natural Resources and Environment.
 
The company was twice fined VND15 billion ($937,500) and VND9 million ($562.5) for the offences, but it so easily accepted the fines because their profits far exceeded the amounts. Ha said they were only now able to realise the extent of their offences, due to a previous lack of legal tools.
 
Ha said the authorities used to be limited in what they could do because they had to inform the plants one week before they conduct the inspections.
 
Luong Minh Thao, deputy head of the Environment Police Department, said that the perpetrators did their best to carefully cover their violations, adding that environmental authorities started serious investig-ations six months ago.
 
The authorities had a difficult time uncovering the operation, as only two Taiwanese Wang Qin Tian and Lin Meng Fu knew how to operate the system and only did so at night, said Thao.
 
"Vedan is now responsible for repairing the damages they have caused to the Thi Vai River over the last 14 years and the company will also have to halt operations until they are properly equipped with a waste treatment system," said Nguyen.
 
He added that legal documents to bring Vedan to court had been completed.
 
"It is time for Vedan and other perpetrators to compensate for the damages they have done to the Thi Vai River and people’s health," said Nguyen.
 
After Vedan is punished, seven other plants along Thi Vai River such as My Xuan Paper Plant and Tien Dat Fishery Processing Factory which are alleged to also be discharging waste into the river will be investigated and punished. — VNS
