 手牽手 護民權 光照立法院
修正鳥籠公投法、立委選舉合理化

台灣教授協會會長蔡丁貴教授為了修正鳥籠公投法而進行的絕食抗議已經進入第五天,為了呼應他的訴求,網友們特別發起「手牽手 護民權 光照立法院」的活動。

活動打算邀請一千位網友在10月31號(禮拜五)晚上七點,帶一隻手電筒來光照立法院。
 

 
活動一開始,網友們會手牽手圍成一個圓圈,接著發表「手牽手 護民權 光照立法院」行動宣言,並大聲呼喊「手牽手 護民權 公投保台灣」口號三次,以提醒馬英九總統應該儘速對修正公投法做出正面回應,實踐「台灣前途由兩千三百萬人決定」的競選諾言。隨後各自拿出自己準備好的手電筒,往立法院內部照去,象徵要照亮立法院的黑暗面,敦促在裡面的立委早日修正公投法,還給台灣民眾完整的直接民權。

或許馬英九總統會再次主張「以民調代替公投」來實踐「台灣前途由兩千三百萬人決定」的政見,然而以目前絕大部分民調對於馬總統的表現不滿意度都超過五成,滿意度都不到兩成五的情況來看,如果馬英九總統真的相信民調的權威性,他早就應該辭職下台,由此可見「以民調代替公投」的說法,連馬英九自己都不相信。直接民權還是應該藉由公投來行使。

除了表達「手牽手 護民權 光照立法院」的訴求外,蔡丁貴教授也與網友們約定,若這個活動能由年輕人順利接棒,他將停止絕食,因為這代表網路新生代也開始走出虛擬世界,關心公共議題,也代表他並不孤單,因此他將以更溫和持久的方法,與網路新生代一起努力,一直到鳥籠公投法修正為止。

大陸8成太陽能廠面臨資金風暴
金融危機引發金援中斷 多晶矽新廠恐鬧空城計

大陸矽晶圓龍頭廠江西賽維(LDK)總裁佟興雪日前於高新技術成果交易會上透露,受到國際油價下挫及國際金融風暴襲擊影響,大陸約有8成太陽能業者面臨資金短缺問題,部分廠商減少產出,甚至已有廠商停工因應。台系太陽能業者對此表示,2009年期待全球多晶矽料源平衡動力主要來自於大陸業者,不過,隨著大陸廠商資金籌措問題浮上檯面,恐將使得許多大陸料源廠無法運作,被迫唱空城計,進而導致料源開出情況不如預期。
 
大陸媒體引述佟興雪的話指出,由於金融危機使得滙率波動劇烈,業者產品多數銷往歐洲,而歐元貶值導致業者實質收益減少,加上歐洲銀行受金融危機影響,紛緊縮信貸,導致終端市場買氣大受影響,這些問題都已影響到大陸太陽能業者訂單,值得注意的是,大陸約有80%太陽能業者面臨資金短缺問題,部分廠商已展開減產,以保持利潤,甚至已有廠商關門停工。
 
台系太陽能業者對此表示,此次金融危機導致全球企業資金籌措難度增加,就大陸太陽能市場來看,資本支出較高的多晶矽料源廠,受到衝擊最大,目前有許多廠處於興建中或正要興建階段,一旦金援中斷,將導致這些新廠無法順利完工,可能產生許多多晶矽新廠唱空城計。至於已在運作的多晶矽廠在產出仍未穩定時,仍需要資金支援,以因應營運所需,若資金支援中斷或缺乏,亦會影響營運順暢及產出,更何況是下一階段擴產計畫。
 
太陽能業者指出,近年來全球太陽光電市場熱潮,大陸投入多晶矽者眾,截至目前至少有50家業者投入,但因資金籌措難度增加,早在金融風暴爆發之前,便經常耳聞有廠商動工儀式完成後,就沒有下文,或者是運作到一半,因資金缺乏而停滯,由於多晶矽是整個太陽光電產業供應鏈中資金需求最高者,一旦無法順利籌資,將使其產出進度大受影響。
 
此外,業者原預期2009年下半多晶矽料源可望出現供需平衡,而彌補多晶矽不足缺口的主要產能來源,便是大陸廠商產出,不過,這波金融風暴可能使得大陸多晶矽產出再度往後遞延,部分供應鏈體質較差的業者,恐在資金窘困壓力下,產生快速洗牌現象。

種種跡象顯示馬英九和中共正在密談「和平協議」,從兩次國共和談的歷史可知,中共都利用「和談」達到吞食中國黨的目的。中共對台灣的併吞野心和當年對圖博的併吞野心一樣,從圖博的歷史也可以看到,簽了《和平解放西藏協定》就是被中共併吞亡國。馬英九最近宣稱台海兩岸四年內不會有戰爭,可能就是私下讓渡台灣主權要求中共撐腰,共同壓制台灣人的反抗。如此,台灣人將會有大禍臨頭,咱台灣人必須以人民力量強制收! 回政府權力,由台灣人行使直接民權管理台灣。咱台灣人也必須向國際社會嚴正申明:馬英九和他的馬統幫都不是台灣人,更沒有權力為台灣人決定台灣的前途,若馬英九和中共統治階級達成所謂「和平協議」,這紙協議也無效。新約教會張明法牧師呼籲台灣人正視這自由、民主和人權存亡的危急關頭,及時採取堅決、正義的革命行動,用生命來  捍衛、 守護咱台灣人安身立命的美麗島。

法國能源政策法之目標與演進

漫長的整合之路
能源法案從2003年1月提案以來,歷經政府部門間的論戰攻防,史無前例地激起社會動員後終於誕生。光是在2003年期間,與能源政策有關的國家研討會與活動便曾舉辦超過250場,所印製的能源資訊手冊超過三百萬份,更有大約35萬人曾上網參予辯論。隨後政府公佈了能源法白皮書,該法案的內容囊括自社會各階層超過60個公會、政黨、專業團體與協會等的意見。最後,參、眾議院透過辯論但不投票表決的方式,終於擬定作為能源政策指標的法案。

能源政策四大目標
新擬定的能源法為法國設定了四大能源目標與執行方針,包括
- 確保國家能源的獨立性與儲備安全;
- 保證能源價格具有競爭性;
- 維護人類健康與環境安全,尤以防止溫室效性惡化為重;
- 保證每人均有使用能源的權利以確保社會與地域的協調性。

這些目標的達成期限放眼至未來30年,但不可否認的是,目前的局勢看好能源價格將繼續攀升,因此,法案提供了四個達成目標的大方向:
- 精確掌握能源需求;
- 分散各種能源的使用量;
- 創新開發新型能源;
- 因時制宜確保能源的運輸與儲備。

為了落實法案的執行,法國政府對這些目標設訂了十分高的完成數字門檻,並對節能與再生能源的開發項目上闡明一定數目的執行計畫。如下條列所示:
- 在2050年內將溫室氣體排放量降至目前的一半數量(一般對已開發國家的標準為降至目前數量的1/4或1/5);
- 從今至2015年為止,(在能源消費與經濟成長的比率下)每年平均減少2%的能源使用量,並在2030年之內達到減少2.5%的目標;
- 在2010年內,再生能源應佔法國所有使用能源的10%
1. 至2010年時,再生能源所製造的國內電力使用量應達21%,也就是將目前的14%再向上提高50%的產量。
2. 利用再生能源製造的熱能應在2010年內向上提高50%的產量。
3. 生化燃料與其他再生燃料的使用量應在2005年12月31日前提高至2%,並在2010年12月31日提高至5.75%。

針對節能與再生能源的開發項目上,有三項計畫有待執行:
- 「開發型能源」計畫為擴增開發中國家人民可用的能源量。
- 「南向」計畫為在2010年時允許200000戶居民搭建太陽能熱水爐與允許50000住宅設置太陽能板。
- 「地球能源」計畫為在2010年時減少一千萬噸的石油使用量,而改由生質與生化燃料取代之。

本法案計畫也顧及法國核能的維護措施,同時以前述能源政策的前三大目標做為指導方針。因此,為了法案也預計在2012年內建立第一座壓水式核子反應爐(EPR)以便在2015年達成核能替換計畫,至於在預防核子外洩的保護上,壓水式反應爐計畫將匯集以往歐洲核能發電反應爐的使用經驗作為相關保護措施。保留核能的選項也暗示了法國政府將延用法國最優秀的核能建造商(AREVA)並繼續讓法國電力公司(EDF)作為電力供應單位。

最後,能源法也將焦點置於新型科技能源的研究與發展上。政府將公佈一份國家研究政策,並且每5年檢討這項研究政策的成效。此外,政府每年也會向議會呈報再生能源與節能的落實狀況。法國設立了兩個單位專職能源研究與發展政策的執行,第一個單位從今年開始將投入3.5億歐元於研究計畫上,第二個單位也將在今年起使用一百億歐元來建設大型工業。在改革的部份,法案第95條則賦予壓水式核子反應爐為國家公共建設工商營的法定身分,

新執行措施
能源法案標示了數項執行措施以便促進計劃的實踐目標,這除了顛倒指導法令政策(有關建築物的能源使用狀況)的順序之外,還包括以下新的措施:
- 節能認證(白証):驅使能源使用業界節能。這是針對現有的措施外(法令規定、課稅),另外特別適用於市場業界的新措施。該措施要求所有的能源賣商都必須取得該認證,至於公司或集團若在節能上有具體行動表現的話也可以獲得節能認證。這樣的認證市場將可促使所有的業者齊力投入費用最為低廉的節能行動上;
- 確認地方集團角色:這些角色的功能在於介入能源開發的事業上。如同政府的行動一般,地域性的集團因為對能源概念的認識清楚、又具有在地性及親近居民的特性,因此可做為民眾最為信賴的中介端點,並可強化民眾對節能的認知,進而改善其行為,當然地方集團本應身當表率減少能源的消費量;
- 消費者資訊:能源法案有意加強消費者對於節能的概念認知,同時,法案也寄望能源業者能在其廣告訊息中告知民眾有關節能的重要性。此外,若學校能普遍落實能源問題的教育課程也將能大大提高民眾對於節能的敏感度。最後,法案也將要求市售產品都應當明列產品的完整價格(能源的購買與消費);
- 再生能源:水力發電為法國首先應用的再生能源,而能源法案傾向建立較為省水的水力發電設施,所有的電力開採業者在適度獲得所需工業製造電量後便必須讓渡其位於下游的集水工程;此外法令也准許發展再生能源的業者可以使用水源作為研究之用,這些發展將可做為日後能源儲存安全政策的參考措施。至於其他再生能源,法案也開始實施有利於風力發電發展計畫的法規,法令授權地方團體依地域特性(電力網絡、保護區、地貌)自訂風力發電發展區。最後在火力發電的部份,法案也預計規劃期限長達數年的投資計畫;
- 保證電力供應品質、改善電力與天然氣網絡安全與加強儲備安全:有鑒於2003年熱浪侵襲法國造成重大傷亡事件後,能源法因此制定了負責電力運輸的行政系統以便檢視中期內電力供給安全並在電力出現失衡警戒時立即回報狀況給予能源部長進行緊急補救措施。由此可見,法案賦予法規制定委員會更大的監督權;
- 創設能源高等理事會:用來處置有關天然氣與電力的局勢與再生能源的發展等相關問題,並且接受有關節能認證的內容諮詢。
最後能源法將整合所有的能源法規,如此得以便利法令的執行並讓所有的公民都能對該法有正確的認識。

Masdar to Invest in London Array

One fifth of the flagship 1 GW London Array offshore wind farm, planned for the Thames Estuary, is to be sold to Abu Dhabi's renewable energy initiative Masdar. Under the terms of a deal with Germany's E.ON, which owns 50% of the total stake, the companies are to form a joint venture partnership to develop the project.

Installed in two stages in the outer estuary more than 20 km off the Kent and Essex coasts, the first stage is due to be completed in 2012 and will consist of up to 175 turbines. The completed project will include up to 271 machines and will be the world’s largest offshore scheme.

Initially the focus of the Masdar-E.ON agreement will be on wind power and the London Array, but over the coming months the companies say they expect to announce a series of further renewable energy projects across a range of technologies. Early discussions have focused on the area of carbon emission reduction, and both companies say they would look to jointly develop JI/CDM projects.

E.ON owns the landmark project together with 50% partners Denmark’s DONG Energy. The two acquired Shell’s early stake in the development in July of this year after the oil major said it saw more lucrative returns on its renewables investment in the USA.

E.ON CEO Dr. Wulf Bernotat said: "The London Array is a pioneering project and marks a significant increase in scale for offshore wind farms in the UK, and also for E.ON. As with all major steps forward in our industry, the project will raise important challenges and the lessons we learn will be vital for the development of the next generation of offshore projects.’"

And, commenting just a few weeks after Masdar announced the purchase of a €120 million equity stake in Finnish wind turbine manufacturer WinWinD Oy, Dr. Sultan Al Jaber, CEO of Masdar, observed: "London Array is an important investment for Masdar into the wind sector. We believe that the offshore wind market will be a major force in the future and this is a very opportune time for us to enter this developing segment of the renewable energy market."

UK Prime Minister Gordon Brown said of the move: "This is an excellent example of the partnership we need between oil producing and oil consuming countries to develop new energy sources and technologies, diversifying their economies and reducing our dependence on carbon."

Obama vs McCain on Renewables Policy


LONDON, UK, September 19, 2008. UK analyst New Energy Finance has compared the renewable energy stance of US presidential candidates Barack Obama (Democrats) and John McCain (Republicans).
According to a report released by New Energy Finance, Obama supports the current controversial 36 billion gallon Renewable Fuels Standards (RFS) mandate for biofuels, whereas McCain strongly opposes having any RFS at all. McCain is also eager to ditch the current US$0.54 per gallon tariff on ethanol, the analyst writes.
When it comes to the federal Renewable Portfolio Standard (RPS), Obama again is a keen supporter having voted for it in the Senate. McCain opposes a national RPS believing it should be left to the states to develop. The Republican candidate is said to be of the opinion that a federal cap-and-trade programme would be sufficient for promoting renewables nationally.
Obama has repeatedly voted for both the much-debated production tax credit (PTC) and the investment tax credit (ITC) which are set to expire this year, and his campaign supports five more years for each. McCain, on the other hand, has voted against or abstained from key votes on the PTC/ITC, New Energy Finance says.
Nuclear, however, is an area of ‘clean’ energy strongly supported by McCain. He proposes 45 new plants by 2030, whereas Obama is far less enthusiastic. He has not ruled it out under certain circumstances, however.
One measure supported by both, is the national cap-and-trade system, but New Energy Finance notes that overall, climate change concerns are “taking a backseat to ‘energy security’.”
“Both candidates have sought to put clean energy at the heart of their campaigns and both have featured wind turbines and solar panels in their many television commercials. But at key moments in their senatorial careers, McCain and Obama have split on certain legislation considered critical to US renewables. Repeatedly, Obama has demonstrated greater support for the sector while McCain has expressed reluctance,” New Energy Finance reports.
In summary, however, one could say that both candidates have spoken for clean energy, but that Obama believes in state intervention, whereas McCain trusts market forces to ‘sort things out’ given a basic framework.

        A "yes" vote will amend the Missouri Constitution to change the provisions relating to the financing of stormwater control projects. Currently, the Missouri Constitution allows the legislature to issue bonds or other types of debt so that grants and loans may be provided to municipalities and water and sewer districts in certain counties and cities for stormwater control.
        This amendment will limit funding to only public water and sewer districts. It removes the current limitation on the amount of funds that can be made available for these projects and removes the restrictions on the method of disbursing these funds. It further provides that loan repayment funds shall be deposited into a specific fund to be used for stormwater control projects.
        A "no" vote will not change the provisions relating to the financing of stormwater control projects.
        If passed, this measure will not have an impact on taxes.

Local governmental entities receiving gambling boat tax and fee revenues will receive an estimated $18.1 to $19.0 million annually.
 
        Proposed fair ballot language for Proposition A:
        A "yes" vote will amend Missouri law to:

        If passed, this measure will increase the casino gambling tax.

        The exact cost of this proposal to state governmental entities is unknown, but is estimated to exceed $510,560 annually. Additional costs for training are possible. Matching federal funds, if available, could reduce state costs. It is estimated there would be no costs or savings to local governmental entities.
        Proposed fair ballot language for Proposition B:
        A "yes" vote will amend Missouri law to enable the elderly and Missourians with disabilities to continue living independently in their homes by creating the Missouri Quality Homecare Council. If formed, this Council will ensure the availability of quality home care services under the Medicaid program by recruiting, training, and stabilizing the home care workforce.
        A "no" vote means the Missouri Quality Homecare Council will not be created.

        Shall Missouri law be amended to require investor-owned electric utilities to generate or purchase electricity from renewable energy sources such as solar, wind, biomass and hydropower with the renewable energy sources equaling at least 2% of retail sales by 2011 increasing incrementally to at least 15% by 2021, including at least 2% from solar energy; and restricting to no more than 1% any rate increase to consumers for this renewable energy?
        The estimated direct cost to state governmental entities is $395,183. It is estimated there are no direct costs or savings to local governmental entities. However, indirect costs may be incurred by state and local governmental entities if the proposal results in increased electricity retail rates.
        Proposed fair ballot language for Proposition C:
        A "yes" vote will amend Missouri law to require investor-owned electric utilities to generate or purchase electricity from renewable energy sources such as solar, wind, biomass (including ethanol) and hydropower. The required renewable energy sources must equal the following percentages of retail sales:
 
        * 2% by 2011* 5% by 2014* 10% by 2018* 15% by 2021.
 
        Of the total renewable energy sources required to be sold, at least 2% shall be solar sources. Also, any rate increase to consumers resulting from this measure must be no more than 1%.
 
        A "no" vote will not require Missouri investor-owned electric utilities to generate or purchase electricity from renewable energy sources.
 
        This measure will not have an impact on taxes.

錸德與德廠合資 產薄膜太陽能電池
〔記者李錦奇/台北報導〕光碟片大廠錸德(2349)與德國Scheuten展開進一步合作,雙方將合資六億元在台灣新竹成立新公司,取得各50%股權,產銷CIGS薄膜太陽能電池,初期規劃年產能30MW,雙方昨天並在台完成簽約。
錸德執行長葉垂景表示,CIGS製程的最大優勢是光電轉換效率理論最高可到19%,是非晶矽製程的兩倍以上,因此選擇該技術進入太陽能電池領域,並找有多年經驗的Scheuten公司合作,還可以帶來現有客戶。
葉垂景表示,Scheuten是歐洲前三大玻璃製造商,今年初投資錸德切割成立的安可光電,8月份又與錸德策略聯盟,投入薄膜太陽能電池模組製造,本月份已可出貨,是台灣第一家生產CIGS薄膜太陽能電池的廠商,雙方決定進入第三階段合作,合資成立新公司,預計2010年產能可達120MW。
葉垂景表示,過去七年,太陽能光電產業每年成長率約25%-40%,薄膜太陽能電池只佔太陽能產品5%-6%,成長潛力大,只要有廠商能把生產成本降低到每瓦一美元以下,將非常有競爭力,預估錸德與Scheuten合資的新公司,明年成本可降到一美元多。

暖化危害 不輸金融危機

 

這是英國智庫十三日發表的一份報告,預言氣候變遷衝擊可能導致二○三○年出現的情況。報告說,這些情況可透過採行低碳經濟加以避免,也會讓人們不再以物質條件作為「進步」指標。

 

這份報告是由英國非政府組織「未來論壇」(Forum for the Future)和電腦大廠惠普公司(HP)合作的「氣候期貨」(Climate Futures)研究,針對人類永續發展進行策略分析。報告說:「氣候變遷對經濟的影響不亞於這波信貸緊縮危機。」

 

氣候難民  南極人口暴增  


報告根據多份已發表的研究,並與六十多名氣候變遷專家諮商後,描繪今日全球暖化危機對人類社會造成的衝擊:二○三○年時人類社會可能轉型成低碳經濟,天價的交通運輸成本將使得奧運只能透過網路虛擬競賽;搶奪自然資源讓各國陷入血腥征戰,澳洲中部和美國奧克拉荷馬州沙漠化,再也不適合居住;氣候變遷造成的難民湧入南極,讓南極大陸人口暴增到三百五十萬人。

 

不過,也因為全球在二○○八年金融崩潰後歷經十年經濟蕭條,讓人們重新思考「進步」的定義,轉而重視生活品質而非財富多寡。報告說:「趨勢是朝向經濟的休養生息、更簡單、更可長可久的生活方式,但是也有『撿現成便宜的人』掠奪資源。」

 

「未來論壇」執行長馬登說,今日人們所作所為確實可決定數十億人的命運,這幾年可能是有史以來最重要時期,「我們還有機會改變未來」。

國際能源總署發表"Deplying Renewables"(佈設再生能源)政策建議,
如果人類想在2050年CO2減半, 全球的電力來源要有50%來自再生能源.

The International Energy Agency (IEA) has released "Deploying Renewables: Principles for Effective Policies," which estimates nearly 50% of global electricity supplies will have to come from renewable energy sources if carbon dioxide emissions are to be cut in half by 2050.

In the study, the IEA carried out a comparative analysis of the performance of the various renewables promotion policies around the world. Thirty-five countries, including the U.S., were included in the study.

In 2005, these countries accounted for 80% of total global commercial renewable electricity generation, 77% of commercial renewable heating/cooling (excluding the use of traditional biomass) and 98% of renewable transport fuel production.

The report shows that there are still significant barriers that hamper a swift expansion and increase the costs of accelerating renewables' transition into the mainstream. If these were removed, it "could allow the great potential of renewables to be exploited much more rapidly and to a much larger extent," says Nobuo Tanaka, executive director of the IEA.

"Setting a carbon price is not enough," Tanaka explains. "To foster a smooth and efficient transition of renewables towards mass market integration, renewable energy policies should be designed around a set of fundamental principles, inserted into predictable, transparent and stable policy frameworks, and implemented in an integrated approach."

The report recommends removal of non-economic barriers, such as administrative hurdles, obstacles to grid access, poor electricity market design, lack of information and training, and the tackling of social acceptance issues.

It also encourages the development and implementation of appropriate incentives guaranteeing a specific level of support to different technologies based on their degree of technology maturity in order to exploit the significant potential of the large basket of renewable energy technologies over time.

KATSURAGI, Japan, Oct 1 (Reuters) - Japanese consumer electronics maker Sharp Corp aims to grab 50 percent market share in thin-film solar cells in four years as demand for renewable energy grows, an executive said on Wednesday.

Sharp, the world's second-largest solar cell maker behind Germany's Q-Cells , also plans to lift annual solar cell production capacity eight-fold to 6 gigawatts in 2014 or 2015, its Executive Vice President Toshishige Hamano told reporters.

Demand for solar cells, which convert solar energy into electricity, is expanding rapidly due to higher oil prices and concerns over climate change.

Thin-film solar cells use one-hundredth of the silicon needed in conventional solar cells, cutting production costs, although their conversion rates are lower.

Sharp expects thin-film solar cells to account for about 40 percent of an estimated global solar demand of 16 gigawatts in 2012.

In a step towards its goal of taking half of that market, Sharp plans to spend 72 billion yen ($680 million) to build a new solar cell plant in western Japan by March 2010, boosting its total thin-film solar cell output capacity to 640 megawatts a year from the current 160 megawatts.

Washington, DC, USA: Bailout Bill Signed into Law, Including 8 Year Solar Tax Credit Extension

Today, by a vote of 263-171, the U.S. House of Representatives passed historic legislation that extends the 30-percent federal investment tax credit for both residential and commercial solar installations for 8 years.

This landmark legislation is part of the $700 billion H.R. 1424, the Emergency Economic Stabilization Act of 2008, designed to address the U.S. financial crisis. It is the most significant federal policy ever enacted for the solar industry. President Bush has already signed the bill into law.

The solar tax credit provisions will:

· Extend for 8 years the 30-percent tax credit for both residential and commercial solar installations;

· Eliminate the $2,000 monetary cap for residential solar electric installations, creating a true 30-percent credit;

· Eliminate the prohibition on utilities from benefiting from the credit;

· Allow Alternative Minimum Tax (AMT) filers, both businesses and families, to take the credit; and

· Authorize $800 million for clean energy bonds for renewable energy generating facilities, including solar.

Rhone Resch, President of the Solar Energy Industries Association, said, "Achieving this result has been the main policy focus of SEIA for two years, but our work is just beginning. Next year in the 111th Congress, SEIA will be a major voice on issues ranging from transmission, global warming, and national renewable electricity standards. Success on all of these issues will require that same coordination and effort from SEIA’s board, staff, and members. I look forward to the work to come. Congratulations and see you in San Diego for the celebration."

Based on Solarbuzz data, passage of this legislation could now unlock over 1.5 gigawatts of US photovoltaic projects waiting to proceed.

Concentrating Solar Power(CSP) Recent activity highlights

  • In February 2008, Abengoa Solar signed a contract with Arizona Public Service Co. (APS), one of Arizona’s leading energy utilities, to build, own and operate the 280 MW Solana plant. The plant, scheduled to go into operation by 2011, will be located south west of Phoenix Arizona. It will sell the electricity produced to APS over the next 30 years for a total revenue of around $4 billion. The installation at the plant will include six hours of molten salt thermal storage to improve its load following characteristics.
  • In April 2008, Northern Californian utility group Pacific Gas and Electric Company (PG&E) entered into a series of contracts with BrightSource Energy, Inc. for renewable solar power. The first three contracts are for a total of 500 MW of power to be supplied from three concentrating solar thermal power plants. PG&E also signed two contracts for options on an additional 400 MW of solar power, which would bring the total amount of power purchased under these five agreements to some 900 MW. Founder and chairman of BrightSource Energy, Arnold Goldman, was also the founder of Luz International (no longer in operation). Goldman and the Luz International team built the nine SEGS plants in California’s Mojave Desert between 1984 and 1990. BrightSource is currently developing a number of solar power plants in Southern California, with construction of the first plant planned to start in 2009. In June, BrightSource Energy and subsidiary Luz II dedicated their Solar Energy Development Center (SEDC) in the Negev’s Rotem Industrial Park, Israel.
  • Ibereólica Solar is developing 1000 MW of thermosolar plants in Spain, in the autonomous regions of Extremadura, Andalucia, Castilla-La Mancha and Castilla y León. Ibereólica currently expects construction of its first eight thermosolar power plants (totalling 400 MW) by mid-2011.
  • In May, Ibereólica Solar placed an order with Solel of Israel for more than 190,000 UVAC 2008 receiver systems to power eight 50 MW solar power plants Ibereólica is developing in southern Spain. Delivery of the receivers will commence in 2009.
  • In March, Spanish engineering group Sener Grupo De Ingeniería S.A. and Masdar, Abu Dhabi’s alternative energy company, announced a 60:40 joint venture – Torresol Energy – to design, build and operate concentrating solar power (CSP) plants in the world’s sunbelt regions. This joint venture will commence work on three solar power plants in Spain with an approximate combined value of €800 million, one of which will be a CSP central tower receiver system. This technology will feature the first-ever commercial deployment of the industry-changing technology, and will set the standards for anticipated CSP projects across the sunbelt countries by 2012. Independently of Torresol Energy, Masdar is developing CSP plants in Abu Dhabi, and their Shams 1 plant is expected to be completed in the fourth quarter of 2010.
  • Sener has been working for almost a decade in the development of solar thermal power technology. The company is presently designing and building, in a joint venture, three 50 MW parabolic trough plants with molten salt storage in Spain.
  • Ausra has just signed a power purchase agreement with PG&E to build the world’s first compact linear Fresnel reflector (CLFR) plant at 177 MW in California’s Central Valley.
  • Solel is to construct a 553 MW complex of parabolic trough power plants in the Mojave Desert to fulfill a 25-year power purchase agreement with PG&E.
  • Solar Tres, a central receiver design based on the US demonstration plant of the late 1990s, is reported to be close to obtaining financing, making it the first baseload solar power plant with round-the-clock power generation during the summer.
  • Iberdrola is building a 50 MW parabolic trough plant at Puertollano in southern Castile, with plans for others.
  • Southern California Edison (SCE) has signed a power purchase agreement with eSolar for a total of 245 MW from a series of prefabricated power tower solar thermal plants in the Antelope Valley region of Southern California. This will be the first commercial effort using the technology. By 2012 a 105 MW of operating capacity is scheduled for completion, ramping up to 245 MW by 2013. The development follows a $130 million funding round for eSolar in April led by Idealab, Google.org and Oak Investment Partners.
  • Meanwhile, Schott is building new manufacturing plant for solar receiver tubes, both in Albuquerque, New Mexico and in Spain and Australia’s Ausra has opened a manufacturing facility in Las Vegas, Nevada.

Rhode Island Chooses Deepwater Wind to Build Off-Shore Wind Farm

Rhode Island Governor Donald Carcieri announced last week that Deepwater Wind was chosen as the developer to construct a wind energy project off the shores of Rhode Island that could provide 1.3 million megawatt-hours (MWh) of electricity per year, 15 percent of all electricity used in the state. It is expected that the project will cost more than US $1 billion to construct, with all the capital coming from private investment sources. “Today marks a major step to bring wind power to Rhode Island and to reach our goal of at least 15 percent of all electricity in the state be renewable energy,” Governor Carcieri said. “Of the many forms of renewable energy alternatives available, wind is the proven leader. Wind power is clean, green power that is not subject to variations and increases in fuel price. Rhode Island is uniquely positioned to lead the nation with the development of this country’s first off shore wind farm." The exact location of the wind project will be determined from the results of the Special Area Management Plan (SAMP) permitting process led by the Rhode Island Coastal Resources Management Council in partnership with URI’s Graduate School of Oceanography. The state and Deepwater Wind will now enter a 90-day period to negotiate a formal development agreement. The final agreement will include the total commitment to Rhode Island made by Deepwater Wind, including the establishment of a manufacturing headquarters in the state and the reimbursement of the cost of the SAMP to the state's Renewable Energy Fund. In addition, the agreement will outline the preferred developer status for Deepwater Wind in the permitting process. Final approval of the project is contingent on multiple regulatory approvals from both the state and federal governments. Deepwater Wind was established to develop utility-scale offshore wind projects in the northeastern part of the United States. The company’s major investors are First Wind, a major developer of on-shore wind projects in the United States, DE Shaw & Co., a capital investment firm with deep experience in the energy sector, and Ospraie Management, a leading asset management firm with a focus on alternative energy markets.

薔蜜瞬間狂風 吹垮風力發電機

風力發電機是靠風力發電,諷刺的是台中港區二號風力發電機,卻不敵薔蜜颱風瞬間陣風倒塌;台電查勘發現中、下塔架間,一百廿八支法蘭連結螺栓斷裂,造成發電機攔腰折斷,機艙及三支葉片嚴重毀損,損失高達上億元,是台電全國第一座遭強風吹落的風力發電機。

     台電位於台中港區毗連高美溼地的北淤沙區,及台中電廠內,分別設置十八座及四座荷蘭Zephyros Z七二型風力發電機;每部機裝載容量兩千瓩,一年發電量高達四百八十八萬度,可供約一千兩百戶一年用電量,是目前全國商業運轉八十二部機組中最大型。

     不敵十七級陣風 遭攔腰折斷

     新能源施工處副處長謝明欽說,薔蜜強烈颱風過後,台電於前天上午八時卅分到台中港區巡視時,被眼前一幕嚇了一大跳,底部直徑四點二米、高六十五公尺的二號風力發電機,竟從十七點三公尺處,攔腰向南折斷倒塌,所幸當時無人車經過,否則後果不堪設想。

     經查閱二號風機運轉電腦資料,於前天下午五時廿一分斷訊,研判風機在該時間倒塌;查出最後一筆十分鐘平均風速每秒五十六公尺,約瞬間陣風十五級風。當時瞬間陣風應超過每秒七十公尺的十七強風或亂流、龍捲風,方造成中、下塔架間,一百廿八支直徑三點三公分的法蘭連結螺栓,不敵強風斷裂。

     檢討斷裂情形 重建花費上億

     上、中塔架攔腰倒塌,機艙及發電機組,跌入地下約一米深,威力之大令人咋舌,三支各卅四公尺長的葉片,摔得支離破碎;台電要求接手荷蘭原廠商的日商HARA KOSAN公司,儘速派技師就斷裂情形進行檢討,要求承包商檢修另廿一部機組螺栓。

     謝明欽指出,每部風力發電機,原造價八千多萬元,去年六月間正式商業運轉,使用年限廿年,預期約十五年回本,受到物價飆漲影響,重建每部須高達上億元;機組倒塌台電須自付一千萬元外,另受損金額將向保險公司索賠。

     台電目前興建中的風力發電機,全國還有八十部,並不受這次颱風倒塌影響,工程依計畫趕工中。
