Athens - The tiny Greek island of Agios Efstratios located in the Aegean Sea would soon become the country's first "green" island, entirely powered by renewable energy sources, Development Minister Kostis Hatzidakis said Thursday. The island's 250 residents would use only solar- and wind- generated energy and move around the 43.3-square-kilometre island, located north-west of Limnos on bicycles and in electric cars.
According to Hatzidakis, the 10-million-euro (13-million-dollar) project would go into effect by 2010 and serve as aninternational model.
The island's residents are reportedly thrilled at the idea, with one inhabitant telling Greek radio that "our island will soon become paradise."
Residents on the islands of Nisiros and Tilos have also expressed interest in being powered by renewable energy.
Known for its sandy beaches, Agios Efstratios is included in the European Union's Natura 2000 network of nature protected areas due to its well-preserved ecosystem. Much of the coastline is dotted by cragged rocks and sea caves where the Mediterranean seal Monachus monachus finds shelter.

Shell 公司決定放棄風力及太陽能等投資, 專注纖維素轉生質燃料領域
Shell withdraws from wind and solar – focuses on biofuels

Royal Dutch Shell has said it does not plan to invest further in renewable energies such as wind, solar and hydropower as these are deemed uneconomic.
 
Linda Cook, Head of Shell’s gas and power unit told reporters at a press conference in connection with Shell’s strategy update on 17 March: “We do not expect material amounts of investment in those areas going forward. They continue to struggle to compete with the other investment opportunities we have in our portfolio.”
 
Shell has over the past five years invested US$1.7 billion(578NTD) in renewable energy and projects to reduce CO2 emissions – just over 1% of its US$150bn investment budget over the same period. In comparison, the company recorded US$1.7 trillion in company sales and US$126.8bn in net profit for the 2003-2008 period.
 
Greenpeace UK Executive Director John Sauven, responded in a statement shortly after Shell’s announcement: “After years of running adverts proclaiming their commitment to clean power, they’re now pulling out of the technologies we need to see scaled up if we’re to slash emissions to the levels scientists tell us are safe.”
 
Last year Shell, which operates 550 MW of wind energy worldwide, withdrew from the 1 GW London Array offshore windfarm.
 
Green oil
 
Shell is not turning its back entirely on renewables however. Only a week before the strategy update, the oil company announced further investment into the development of biofuels.
 
Shell has expanded its agreement with industrial biocatalysts producer Codexis Inc for the development of enzymes to accelerate the commercialisation of the next generation biofuels.
 
Under the agreement, Codexis will work closely with Shell and Iogen Energy Corporation to enhance the efficiency of enzymes used in the Iogen cellulosic ethanol production process, and shorten the timeline to full-scale commercial deployment.
 
Iogen already has a biofuel demonstration plant in Ottawa, Canada, which currently produces hundreds of thousands of litres of cellulosic ethanol from agricultural residue such as wheat straw.
 
The Shell-Codexis deal also continues the collaboration agreement of November 2007 looking into other biofuels, researching new enzymes to convert biomass directly into components similar to petrol and diesel.
 
At the strategy update, Cook said biofuels fit into Shell’s core business: “It’s now looking like biofuels is one which is closest to what we do in Shell. Wind and solar are interesting [but] we may continue to struggle with other investment opportunities in the portfolio even with big subsidies in many markets.”

First Solar has entered into a 25-year power purchase agreement with Tri-State Generation and Transmission Association Inc. The agreement, which represents the largest thin-film solar photovoltaic (PV) contract by an electric cooperative in the U.S., calls for First Solar to engineer, procure and construct (EPC) a 30-megawatt ground-mounted PV power plant in northeastern New Mexico. This news follows on First Solar's announcement that it has produced an aggregate total of 1 gigawatt of PV panels.

 

"This photovoltaic power plant is another demonstration of our ability to provide affordable, utility-scale solar solutions," said John Carrington, First Solar executive vice president of marketing and business development. "In addition to being cost-effective, the plant will create 120 to 140 construction jobs, significantly reduce green house gas emissions and provide enough power to serve the equivalent of approximately 9,000 homes."

 

Tri-State said that the project will be the first utility-scale solar power plant in the region and is expected to be complete by the end of 2010. Upon completion of construction on the project, First Solar will provide monitoring and maintenance services for the PV power plant over the course of its lifetime. The company expects that by time the project is finished it will have transferred all or substantially all of its equity interest to Tri-State.

全球最大離岸風機6MW REpower開始運轉(陸上測試)

REpower Systems AG has completed build out of the first wind farm exclusively using the REpower 6M turbines, each of which has a rated capacity of 6-megawatts (MW). The three turbines, installed in the Westre civic wind farm close to the German-Danish border, each have a rotor diameter of 126 meters, making them some of the biggest wind turbines in the world.
The new turbine was developed by REpower engineers for offshore deployment at a later stage and assembled at the company’s manufacturing centre in Bremerhaven. In January, the nacelles of the three 6Ms were shipped from the REpower plant in Bremerhaven to Dagebüll in Schleswig-Holstein and transported to the construction site from there.
The rotor blades, each one 61.5 meters in length, were transported as a wide load directly from Denmark. The hub height of a 6M at the Westre civic wind farm comes to 100 meters. A crane with a boom height of 132 meters assisted in erecting the turbines.
“By now, the REpower team has gained experience in the installation of 17 turbines of the type REpower 5M; the 6M technology is based on the successful 5M construction series. However, this was still our first time erecting a wind farm that consists fully of turbines each with a six megawatt output and for this I congratulate the entire project team. This achievement means we have once again taken one huge step forward in the field of offshore wind energy,” said Matthias Schubert, CTO of REpower.

中概太陽能股 逆轉勝(短期太陽能股利多面, 長期仍是未知數!)

     原本被視為今年電子產業中,最看不到「春燕」來臨、而且產品單價仍持續破底的太陽能族群,受惠於中國財政部推出太陽能補助政策(詳見後附內容),以及中國太陽能類股狂飆的激勵下,一夕之間「鹹魚翻生」。
     法人表示,政策利多短期對股價會有激勵效果,長期則要看個別競爭力,尤其具備「中國概念」的個股如茂迪(6244)、昇陽科(3561)、合晶(6182)、綠能(3519)、強茂(2481)等備受看好。
     中國財政部和住房和城鄉建設部日前推出「太陽能屋頂」計畫,每瓦將給予20元人民幣的補貼。儘管業界評估此案將先以公共建設為主,且今年最多只有20MW的規模,實際貢獻不大,但因為補助額度約為製造成本的3-4成,加上後續可望有政策出台,因此大大激勵在中國、美國和香港等地掛牌的中國太陽能股股價表現,包括無錫尚德、江西賽維在內等至少有7檔的單日漲幅超過30
     不過,相對於中國太陽能股的狂飆,國際太陽能股不僅漲幅遠遠落後,上週五更全面回檔。全球霸主Q-CELLS上週五重挫13.8%、美國的Sun Power下挫5.2%,多晶矽廠MEMC和薄膜大廠First Solar分別下跌3.4%和2%。法人表示,這也凸顯大陸的政策利多,國際大廠將處於「看得到、吃不到」的局面,政策利多當然是照顧自家廠商為主。
     換言之,只有在中國大陸進行布局,或與當地進行合作的業者,才有機會分到一杯羹。以國內相關業者來看,綠能已在山東設立矽晶圓的切片廠,茂迪的昆山太陽能電池廠已經量產,合晶轉投資遼寧錦州的矽晶圓廠陽光能源為其「金雞母」,至於二極體廠強茂轉投資江蘇艾德投入模組,都有機會搶食大餅
     值得注意的是,已躥升全球第一大矽晶圓廠的江西賽維(LDK),在其垂直整合計畫當中,除了自建上游的多晶矽廠外,在下游端的電池則是與昇陽科合資成立「江西昇陽」,這也是唯一兩岸合資的太陽能電池廠。以江西賽維在中國的產業地位和政府部門的關係,未來的想像空間可觀。

夏威夷的再生能源計畫
Hawaii - Transforming Energy in a Generation

Most of the world's developed islands are heavily dependent on fuel imports. The islands of Hawaii are certainly no exception and currently depend on imported fossil fuels -- mostly oil -- to deliver 90 percent of the electric power and virtually all the transport fuel consumed in the state. It's costing Hawaii nearly US $7 billion a year, 11 percent of its GDP and as a consequence, Hawaiian residents pay among the highest prices in the U.S. for fuel.
But the state has a vision — and a plan — to change that and transform itself into a world model for clean and independent energy "within a generation."
The Hawaii Clean Energy Initiative was launched in 2008 as a partnership between the State of Hawaii and the U.S. Department of Energy. Its goal is to have renewable sources provide at least 70 percent of the Hawaii's energy needs by 2030 and it also includes a large energy efficiency component.
The initiative is building on good foundations — Hawaii already has a considerable amount of renewables in place. According to the U.S. Department of Energy's Energy Information Administration, Hawaii ranks third in the nation (after Maine and California) in use of renewable energy relative to the state's total electricity production.
Renewable Energy World magazine had a chance to speak with three Hawaii representatives about how they see the Hawaii Clean Energy Initiative rolling out and the benefits it will bring. The representatives explained Hawaii's existing renewables, the abundant renewable energy resource that the island is blessed with, energy independence, the importance of island interconnectors, low-carbon transport and opportunities for businesses to bring their technologies to Hawaii.
Some key Hawaii Clean Energy Initiative goals and projects are outlined below:
1. Local utility (HECO) commitment to purchase as much as 1100 megawatts of renewable energy already identified
2.     Construction of an undersea transmission cable to connect Molokai, Lanai and Maui with the Oahu grid
3. 70 percent clean energy by 2030
3.     Double the Renewable Portfolio Standard to 40 percent by 2030
4.     Establish a feed-in tariff for renewables generators
5.     Retire older, dirty generation plants as Hawaii moves into a renewable future
6.     Prohibit any new coal plants in Hawaii
7.     Convert existing generators to biofuel

美國總統歐巴馬宣布資助24億美元研發環保電動車,同時美國能源部將提供4億美元打造所需的各項基礎建設,期能在2015年讓100萬輛電動車上路

President Barack Obama on Thursday launched a $2.4 billion program to boost development of plug-in electric vehicles in the U.S., including grants to finance domestic production of auto batteries.

 

Obama spoke at Southern California Edison's Electric Vehicle Technical Center in Pomona, Calif., where he said the Department of Energy has now started taking grant proposals from electric-vehicle battery makers.

 

The stimulus plan passed earlier this year set aside $2 billion to jump-start electric-vehicle manufacturing. Out of that total, $1.5 billion is available for U.S. battery manufacturing and $500 million for related technology, such as electric motors.

 

The Department of Energy is making another $400 million available to build and test the infrastructure needed for plug-in electric vehicles. This includes charging stations and training for technicians in electric vehicles.

 

The funding will help meet the president's goal of 1 million plug-in vehicles by 2015 and position U.S. companies for the next wave of transportation technology, Obama said.

 

"Even as our American automakers are undergoing a painful recalibration, they are retooling and reimagining themselves into an industry that can compete and win, because millions of jobs depend on it," Obama said at the event.

 

Echoing comments he made during his address to Congress last month, Obama said the U.S. lags other countries in plug-in battery technology, which the grant program is designed to address.

 

Because the company considers it strategic technology, General Motors earlier this year decided to build the battery packs and power controls for its forthcoming Chevy Volt electric sedan in-house. Battery companies A123 Systems and Ener1 have already applied for DOE loans and are expected to seek participation in the $2 billion battery manufacturing grant program.

 

"Show us that your idea or your company is best-suited to meet America's challenges, and we will give you a chance to prove it," Obama said, addressing electric-vehicle companies. "Every company that wants a shot at these tax dollars has to prove their worth."

 

To spur demand for electric vehicles, the stimulus act gives consumers a federal tax credit worth up $7,500 for the purchase of plug-in electric vehicles.

 

But executives at U.S. auto companies have voiced concern over the ability of the industry to supply enough batteries for an oncoming wave of plug-in electric sedans. Creating the capacity for hundreds of thousands of plug-in passenger cars in two or three years requires big investments today, Charles Gassenheimer, the CEO of Ener1 said on Tuesday.

 

"Demand is not the issue. It's the ability to supply," he said. "You still need to make the investments in the platforms today. Otherwise, you miss the window of opportunity."

 

Note by Bunhu: 目前三大車廠搖搖欲墜, 如何能夠再投資大量研發經費來支持Obama 2015100Plug-in car台政策最後也許促成了日系電動車在美國大力風行, 對美國車廠來說是雪上加霜. 不過Obama對綠色車輛政策明確, 值得肯定.

馬政府提出之六大新興重點產業
這些產業是目前馬政府推動的新興產業, 其實在過去民進黨執政時期即已起動, 只不過現在再重新包裝一次.
這些產業和以前兩兆雙星的其中一星是一樣的, 兩兆的半導體及LCD去掉了. (雙星是生技與光通訊).

台灣的農業往經緻農業中的"健康食品"方向走是對的方向, 可惜因衛生署對這方面的管理人才不夠, 無法加速台灣這塊大餅的發展, 稍微可惜.
文化創意產業在民進黨執政時文建會及客委會做得很好, 現在只是政府繼續加碼(如蓋南故宮), 相信人才資金都會進入這塊門檻不高的產業.

觀光產業必須與中國觀光客脫勾才能真正提昇台灣觀光品質, 用台灣的好山好水, 吸引日客及其他GDP較台灣高的國家的國民來台深度旅遊.

醫療照護設定為內需優先推廣, 成熟後再吸引亞洲各國的客戶才可行.   目前推出的醫療觀光不知道是哪個政務官秀透喊出來的空洞政策.

綠色能源產業當然要大力推動, 只是資源不要錯置.  推動電動車產業(含鋰電池與燃料電池)是台灣的利基產業, 再晚就會被其他國家搶得國際商機, 必須全速推動.

198947 ,因捍衛言論自由及文化尊嚴,抵抗戒嚴體制仍存的軍警拘提,自焚殉道的鄭南榕,今(2009)47 已屆20周年。20年台灣經歷民主化、自由化的發展,與挫折歷程。
      曾任鄭南榕基金會創會後兩屆董事長、與鄭南榕同齡的詩人李敏勇,特別編集《自由星火》,收錄本國與外國詩人彰顯自由信念的詩作,以自由為誌,紀念鄭南榕。
《自由星火》內容包括:1.自由的慘狀 2.自由區 3.自然現象 4.自由的歌聲。 5.終極的自由 6.一個民族再度興起 7.為自由人的讚美。   此書以畫家劉耿一的「社會意象」貫穿全書。

鄭南榕殉道廿週年,化做春泥更護花--「竹梅迎風。花開論壇」

二十年了,花開好了。

前人戰鬥的身影清晰,煙硝味不曾散去,家族記憶一代代複製敵我的想像與傳說。而我們在唇槍舌戰中困惑地成長,對世界的認知蒙上似霧如夢的假設和分類,誰是歸人,而誰是過客;誰是同胞,誰是異鄉人。

但是二十年了,血汗深埋在土地裡,化做春天的泥壤。二十年了,代代繁衍,枝葉茂密,二十年了;花開好了。

回溯交疊的根脈,互相依靠,向天空伸展枝枒;風來的時候,在彼此的臂彎裡搖曳。是可以承受風雨的綻放,可以負載希望的重量,花一朵一朵,都開好了。

二十年了,花開好了,請你來聽花開的故事。

二十年前,創辦《自由時代週刊》的鄭南榕先生,頂著「涉嫌叛亂」的大帽子,自囚於雜誌社,以抗議當時政府對言論自由、出版自由的重重限制。自囚七十一天後的4月7日,當警方霹靂小組採取行動準備拘捕他的時候,鄭先生以自焚殉身於其自由與台獨的理念。

竹梅迎風˙花開論壇

為了紀念鄭南榕先生殉道二十週年,特舉辦一場以青年學生為主的論壇,希望在冷漠的表象、你我固執界限的背後,透過不同背景、生命經驗的年輕人彼此的對話,激發出新世代台灣人共同面對與處理台灣過往衝突歷史的使命感,並且在對於共同體的想像以及民主自由進一步深化的同時,展現新世代超脫政黨、族群惡鬥,使台灣未來更加瑰麗美好的熱切期盼與實際行動。

2008年全球太陽能電池系統裝置達55GW, 產值371億美元

Global solar photovoltaic market installations reached a record high of 5.95 GW in 2008, representing growth of 110% over the previous year, according to an annual PV market report issued by Solarbuzz LLC, a San Francisco-based solar energy consultancy.
 
The report details that the PV industry generated $37.1 billion in global revenues in 2008, while successfully raising over $12.5 billion in equity and debt, up 11% from the prior year.
 
Europe accounted for 82% of world demand, while Spain was the global leader, with a 285% growth in PV installations. Germany placed second in the market rankings, followed by the U.S., South Korea, Italy and Japan.
 
"Twelve months ago, we projected that as early as the fourth quarter of 2008, the PV industry would no longer be constrained by solar module supply, but instead, by market demand," says Craig Stevens, president of Solarbuzz LLC.
 
"Now, the PV industry will need to navigate major changes in the regional demand mix, with new markets emerging, while addressing excess supply positions and significant adjustments to industry pricing," he adds.

Interior and FERC Announce Agreement on Offshore Renewable Energy Development

WASHINGTON, DC – In a joint statement issued today Secretary of the Interior (DOI), Ken Salazar and Acting Chairman of the Federal Energy Regulatory Commission (FERC) Jon Wellinghoff announced that the two agencies have confirmed their intent to work together to facilitate the permitting of renewable energy in offshore waters.
 
Our renewable energy is too important for bureaucratic turf battles to slow down our progress. I am proud that we have reached an agreement with the Federal Energy Regulatory Commission regarding our respective roles in approving offshore renewable energy projects. This agreement will help sweep aside red tape so that our country can capture the great power of wave, tidal, wind and solar power off our coasts,” Secretary Salazar said.
 
FERC is pleased to be working with the Department of the Interior and Secretary Salazar on a procedure that will help get renewable energy projects off the drawing board and onto the Outer Continental Shelf,” Acting FERC Chairman Jon Wellinghoff said.

JOINT STATEMENT BY THE SECRETARY OF THE INTERIOR AND THE ACTING CHAIRMAN OF THE FEDERAL ENERGY REGULATORY COMMISSION ON THE DEVELOPMENT OF RENEWABLE ENERGY RESOURCES ON THE OUTER CONTINENTAL SHELF
 
The United States has significant renewable energy resources in offshore waters, including wind energy, solar energy, and wave and ocean current energy.
 
Under the Outer Continental Shelf Lands Act, the Secretary of the Interior, acting through the Minerals Management Service, has the authority to grant leases, easements, and rights-of-way on the outer continental shelf for the development of oil and gas resources. The Energy Policy Act of 2005 amended the Outer Continental Shelf Lands Act to provide the Interior Department with parallel permitting authority with regard to the production, transportation, or transmission of energy from additional sources of energy on the outer continental shelf, including renewable energy sources.
 
The Interior Department’s responsibility for the permitting and development of renewable energy resources on the outer continental shelf is broad. In particular, the Department of the Interior has permitting and development authority over wind power projects that use offshore resources beyond state waters.
 
Interior’s authority does not diminish existing responsibilities that other agencies have with regard to the outer continental shelf. In that regard, under the Federal Power Act, the Federal Energy Regulatory Commission has the statutory responsibility to oversee the development of hydropower resources in navigable waters of the United States. “Hydrokinetic” power potentially can be developed offshore through new technologies that seek to convert wave, tidal and ocean current energy to electricity. FERC will have the primary responsibility to manage the licensing of such projects in offshore waters pursuant to the Federal Power Act, using procedures developed for hydropower licenses, and with the active involvement of relevant federal land and resource agencies, including the Department of the Interior.
 
We have requested our staffs to prepare a short Memorandum of Understanding that sets forth these principles, and which describes the process by which permits and licenses related to renewable energy resources in offshore waters will be developed.

Cleantech gets €105 billion boost from EU’s Cohesion Fund

The European Union has announced plans to spend €105 billion of the Cohesion Fund on environmental initiatives to maintain Europe’s leadership in the field of green technologies.
Danuta Hübner, European Commissioner for Regional Policy, said the funding, which represents more than 30 per cent of the regional policy budget for 2007-2013, goes hand-in-hand with the Cohesion Policy objective of delivering sustainable growth, jobs and competitiveness. “In a difficult financial climate, this investment will be instrumental in creating long-term employment and reviving local economies, as well as underpinning the EU’s commitment to the fight against climate change.”
The funding for green projects is almost three times greater than the sum allocated in the 2000-2006 budgetary period. The money will be deployed in support of the EU’s objectives of a 20 per cent reduction in EU greenhouse gas emissions and getting 20 per cent of total energy consumption from renewable energy by 2020. In total, €48 billion will be targeted at measures aimed at achieving EU climate objectives and creating a low carbon economy. This includes €23 billion for railways, €6 billion for clean urban transport, €4.8 billion for renewable energies and €4.2 billion for energy efficiency.
A further €54 billion is designated to help Member States to comply with EU environmental legislation, with improvement to water and waste management accounting for €28 billion of the total.
The Cohesion Policy will also contribute €3 billion to the promotion of environmentally-friendly products and production processes in small and medium enterprises.
One of the clear aims of funding for research and innovation is to boost overall investment in green technologies. The Lahti Cleantech cluster in Finland is an example of this type of support. The EU investment of €1.5 million in this project encouraged innovation and development of environmental technologies by bringing together small and large enterprises, education organizations and regional authorities. Overall, 170 new jobs have been created, 20 new cleantech companies have been set up, and the project has attracted more than €30 million in total investment.

Korea's 2008 PV facility installation volume had increased 6 times and accounted for the fourth largest market worldwide. Displaybank, a market research company specialized in Photovoltaic & Display industry (CEO: Peter Kwon, www.displaybank.com), had analyzed the 2008 global PV installation volume by region. According to the result, Korea had recorded 274MW total and accounted for the fourth largest market. Spain accounted for the largest market (2,281MW) and it was followed by Germany (1,532MW) and the U.S. (333MW).
Displaybank said the total 2008 global PV facility installation volume was 5.5GW which recorded about USD 21 billion when converted to a price. This corresponds to 2.3 times of the total 2007 installation volume which was about 2.4GW. Spain showed the largest PV installation volume worldwide in 2008 supported by the government subsidy policy. However, it is projected to record a radical decline in the installation volume in 2009 compared to 2008 as the support limit is reduced to 500MW. 
Kenny Kim, Vice-President at Displaybank, said that "the total volume of solar cell produced by Korean solar cell makers in 2008 recorded only about 60MW that most of Korea's installation volume, 274MW, was analyzed to be imported from Europe, U.S., and Japan. In addition, Korea has about 200MW left in the government's power generation margin and it is expected to be exhausted in 2009". He also said, "the Korean PV industry expects the government to additionally expand subsidies and related industry support in order to promote continuous advancement of the industry". 
Displaybank plans to hold "2009 Photovoltaic Technology Education Seminar" for specialist training on March 12 and share the detailed 2008 PV market analysis along with the 2009 forecast.

中國太陽能業者已有八成倒閉

     中國最大的太陽能磊晶圓廠江西賽維(LDK)總裁彭小峰參加昨(17)日中國太陽能展時指出,在此波金融風暴下廠商處境都很艱辛,市場將無可避免的會出現整併潮以及多晶矽價格持續下殺的情況。昨與會的太陽能產業廠商甚至預測,多晶矽每公斤的價格恐跌倒25美元。

     在今年的中國太陽能產業展中,彭小峰以「全球性金融風暴下中國太陽能產業的機遇與挑戰」為題進行演說。彭小峰認為,雖然在這波不景氣下,中國的太陽能產業很難倖免,產業整併在所難免。只是日前中國官方證實半年內已有超過8成的太陽能相關業者倒閉,此舉無疑宣布,中國太陽能產業倒閉潮尚未結束。

     彭小峰估算,國際級的太陽能矽晶圓供應廠商,每公斤多晶矽的成本價其實只在25美元上下,也因此,景氣差價格回跌其實是正常的,因為過去是供給不足導致價格不合理上漲。

     他認為,多晶矽的價格後續還是會繼續走跌。與會廠商也分析,雖然目前多晶矽1公斤的報價雖在1百美元上下,但現在的合約價其實已經到達60美元,也因此,後續最低有可能會持續下探到每公斤25美元。

     彭小峰認為,如果多晶矽的價格繼續跌,將會讓更多人使用太陽能發電,有助於市場規模的持續擴充,對產業也會也正面的加分效果,因此危機也是轉機。

     他分析,目前市況已經夠糟了,如果價格再跌,產業上將無可避免會再度出現整併潮,市場將出現一波新的洗牌效益,只是整併的廠商均以中小型業者為主,像江西賽維這種大廠則不受影響。
