西班牙Abengoa Solar公司裝置的太陽能塔PS20(全球最大,之此型太陽能塔20MW) 開始營運發電

The new 20MW plant will produce enough energy to supply 10,000 homes.
Following the conclusion of the successful three-day production and operational testing period, Abengoa Solar has begun commercial operation of the new PS20 solar power tower plant located at the Solúcar Platform, near Seville (Spain). According to Abengoa sources, over the course of the testing period, PS20 surpassed the predicted power output, "thus further validating the high potential of power tower technology".
PS20 is the world's second power tower plant in commercial use. PS20 features a number of significant technological improvements with respect to PS10, the first commercial power tower. These enhancements, developed by Abengoa Solar, include a higher-efficiency receiver, various improvements in the control and operational systems, and a better thermal energy storage system. Plant construction was carried out by Abener.
According to Santiago Seage, CEO of Abengoa Solar, "generating more power during production testing than the design output is indeed a significant milestone. The technological breakthroughs we have achieved, coupled with our cumulative expertise, have enabled us to take a qualitative leap forward in our power tower technology."
With a power capacity of 20MW, double that of PS10, the new PS20 solar power plant will produce enough clean energy to supply 10,000 homes, and will avoid the emission of approximately 12,000 tons of CO2 into the atmosphere that a conventional power plant would have produced.
PS20 consists of a solar field made up of 1,255 mirrored heliostats designed by Abengoa Solar. Each heliostat, with a surface area of 1,291 square feet, reflects the solar radiation it receives onto the receiver, located on the top of a 531 feet-high tower , producing steam which is converted into electricity generation by a turbine.
Abengoa Solar is focused on the development and application of technology for generating electricity using the power of the sun.

Aquamarine公司成功開發出新型波浪能發電設備

Aquamarine Power's tests on the Oyster wave energy converter have been declared a success. The device has now produced and exported electricity to the grid at the New and Renewable Energy Centre (NaREC) near Newcastle, for the first time.
By producing electricity onshore on a full scale test rig, Aquamarine has proven that Oyster can deliver electricity on a commercial scale. The output from a single pumping cylinder delivered more than 170 kilowatts (kW) of electricity proving that a full scale device, with two pumping cylinders, will deliver well in excess of the modeled output of 350 kW.

Testing commenced at NaREC in March this year and will continue until the end of April. During this phase, the company is optimizing the system settings, testing different components in terms of performance and fatigue and obtaining operational experience while producing predicted quantities of electricity.

The test rig is being driven by a hydraulic power pack hired from Pelamis Wave Power. The hydraulic rams drive the Oyster cylinder to produce high pressure water which is fed into a Pelton wheel that is connected to a generator to produce electricity.

Installation of the full scale machine at the European Marine Energy Centre in Orkney is scheduled for this summer. Aquamarine already has an agreement with Airtricity, the renewable energy division of Scottish and Southern Energy to develop sites capable of hosting 1,000 megawatts of marine energy by 2020 suitable for deployment of Oyster.

聯電集團的中國和艦併購案將掀起下一波半導體產業西進海嘯
 
4/30日聯電在法說會上宣佈將100%併購中國和艦半導體, 這是從2001年和艦半導體在中國成立以來, 我們所擔心的半導體產業上中下游高科技西進的政策. 所幸在民進黨執政時, 行政部門趕緊規定對晶圓廠西進將設上限三家及十二吋廠開始量產的條件, 以致只有台積電及茂德登陸成功, 又因為台積電技術保密的管理得當,而且另外掛號取得西進資格的半導體廠力晶因在台灣的營運出現重大虧損, 以致登陸設廠並未實際發生, 使台灣半導體產業know-how並沒有因開放西進而迅速流到其他中國半導體代工廠(中芯等), 也因此留住了上中下游產業, 半導體高科技人才也未發生失業而到中國就業, 加速帶動中國半導體產業發展, 算是台灣半導體產業的大幸.
 
在合法的半導體廠西進的同時, 另一默默西進發展的就是聯電透過海外資金成立的和艦半導體, 早在2002年就開始被經濟部點名調查, 包括和聯電董事長曹興誠及宣明智和宏誠創投總經理鄭敦謙等人均依被信及違反商業法律被起訴, 其中部份案件雖二審無罪定讞, 但新竹地檢署仍爭取繼續上訴中.
 
聯電透過和艦西進令人擔憂的是台灣半導體產業將掀起下一波半導體產業西進海嘯, 人才資金與技術均將迅速流向中國, 少數的資本家大得其利, 半導體相當工程師可能得跟著公司西進, 台灣多年來培養的人才拱手送給中國, 而且這些人才都是消費能力較高的科技中產階級, 這些家庭前往中國定居後更加不利於國內的消費內需市場. 更可悲的是如果有公司決定要西進, 而該公司工程師無法配合西進時只好離職自謀生路, 在目前頭路難找的金融海嘯尚未完全解除前, 要找到好的工作是難上加難.
 
所以國民黨在520前拼命對資本家釋出利多, 也極力在股票市場做多利多行情, 甚至以台灣能首次參加WHA來炫耀其外交政策的成功, 來化解517民進黨發動的ECFA及反親中大遊行我們呼籲全民站出來, 尤其是失業及待業的年輕人, 這場大遊行勢將台灣人對馬政府的一年來施政的怨氣發出一年來最大的怒吼, 但怒吼完後, 我們中下階層的台灣人, 是不是無耐地將一步一步承受中國對台發動的先經濟後政治的統戰, 端看517的人氣及民進黨是否能匯集民氣向馬政府發動有效的體制內革命!

     聯電跨海投資八吋晶圓廠和艦,經過五年來的紛紛擾擾,終於可望化暗為明,聯電董事會昨日通過,將以不超過二.八五億美元價格,取得和艦八十五%股權,累計聯電共取得和艦百分之百股權,台商違法西進爭議,終於可以成為過去式。
 
     聯電董事會昨決議透過合併和艦科技(蘇州)控股公司,取得和艦全部股權,但根據現行法規仍需主管機關核准,聯電暫時恐難登陸。經濟部長尹啟銘表示,政府原預計年底前完成「登陸投資產業別」限制的檢討,也會併案考量是否核准聯電合併和艦案,「經濟部會勉力在三個月內完成!」
 
     聯電昨日董事會通過,將以不超過二.八五億美元價格,向和艦大股東Infoshine科技購買和艦八五%股權,Infoshine除可選擇兌換普通股或美國存託憑證方式外,也可選擇以現金方式交付,聯電目前帳上現金近十二億美元,足夠支應未來換股需求。
 
     趁著不景氣化危機為轉機
 
     聯電執行長孫世偉表示,過去半年來經濟產業不景氣,許多半導體廠市值及淨值都顯著滑落,聯電擬趁此機會化危機為轉機。由於中國市場在這次金融風暴中表現最佳,許多客戶反映希望聯電能夠提供在地生產選項;在考量自建廠房需長達一年時間,因此決定透過合併和艦科技的控股公司,取得和艦科技全部股權。
 
     「和艦半導體在金融風暴以前,已經正式獲利,受全球半導體業不景氣影響,和艦去年與今年第一季也呈現虧損,目前是與和艦洽談議價的好時點」聯電發言人劉啟東表示。
 
     根據聯電提供資訊,和艦發行股數為六.八八億股,目前每股淨值○.七五美元,公司淨值為五.一六億美元,聯電是以淨值的○.六五倍收購和艦八五%股權。
 
     資源整合落實全球化布局
 
     孫世偉表示,合併和艦科技將有效整合資源,讓聯電快速進軍中國大陸市場,落實全球化布局,預期有助於提升公司國際競爭力,有利於提升營收及獲利。聯電目前持有和艦一五%股權,目前信託當中,未來取得百分之百,可以透過資源整合降低營運成本,快速縮短中國營運時程,長期獲利有更大成長空間。
 
     孫世偉指出和艦科技目前月產能約四.一萬片八吋晶圓,製程技術為○.一八微米,總投資金額十二億美元,扣除負債後和艦科技有四千萬美元現金部位。
 
     劉啟東表示,聯電將在六月股東會,討論和艦併購案,該投資案完全是以提升公司獲利能力角度出發,希望藉此讓大陸轉投資獲利,回歸台灣,達到深耕台灣的目的。併購完成後,聯電將可以相對合理價格,取得大陸生產基地,透過和艦在中國的基礎快速開拓中國市場,並滿足客戶需求,達成降低營運成本、增加經濟規模等目的。

     聯電昨日召開董事會決議以不超過2.85億美元(約新台幣95億元)合併和艦科技,此案將於610股東會通過後,送交主管機關審理。
     聯電疑違法投資蘇州晶圓代工廠和艦科技一案在2005年爆發後,榮譽董事長曹興誠已多次表明態度,希望聯電可以合併和艦。現任聯電董事長洪嘉聰去年7月接任後,業內就預期合併和艦案將會在其手中完成。昨日,聯電於董事會中,通過以2.85億美元合併和艦,並於610提請股東會決議後,正式向經濟部投審會遞交併購計劃書。
     聯電執行長孫世偉表示,過去半年全球半導體市場遭逢金融風暴衝擊而嚴重衰退,但中國市場在這段期間的表現相對非常突出,許多客戶也希望能有在地生產的選項,但在考慮新建晶圓廠需投入的人力、資金,以及長達1年以上的建廠時程後,董事會決定提出合併和艦案,除可以實現之前和艦科技控股公司贈與聯電的15%股權、提高股東權益外,還能以相對合理的金額,取得位於中國的完整生產基地。
     和艦科技創立於2001年底,2005年至2007年本業均維持獲利,營運績效及財務狀況良好,現在擁有4.1萬片月產能的8吋廠,先進製程已來到0.13微米。孫世偉表,由於和艦已深耕中國多年,並與當地上下游企業建立良好合作關係,聯電為落實全球佈局,拓展海外市場並加速業務成長以提升獲利能力,除了在台灣投入45/40奈米的產能,在中國大陸建立生產基地實屬必要。
     聯電財務長劉啟東表示,和艦目前淨值是5.16億美元,聯電計劃以淨值的0.65倍,買下和艦控股公司手中所有股票,但扣除和艦已答應贈予聯電的15%股權,聯電等於是以2.85億美元價格,取得和艦85%股權。由於和艦帳上擁有4,000萬美元現金,聯電實際取得和艦的代價是2.45億美元。
     劉啟東表示,聯電將提供3種工具,讓和艦股東將手中持股售予聯電,包括以現金、新發行聯電等值普通股、或以聯電美國存託憑證(ADS)等為合併對價。若股東會順利通過此合併案,最快也要6個月左右時間才能完成合併,只是政府是否放行,並沒有十足的把握。
     面對外資分析師質疑,聯電合併8吋廠並無實質效益,但孫世偉表示,正因為現在景氣不佳,才能以如此便宜的價格併購和艦,且中國已是全球最大的電子產品生產重鎮,半導體產業也會向中國移動,在地生產的戰略地位很重要,聯電預期中長期來看,營收及獲利都將有很大的成長空間。
 
投資和艦案台商西進辛酸史

     二○○五年二月和艦案爆發,至今已經過了四年,聯電遭到民進黨政府整肅,時間點和阿扁藉二次金改籌措「建國基金」幾乎重疊,聯電董事長曹興誠,寧可留在台灣,和台灣司法周旋,經過二審勝訴,聯電取得和艦百分之百經營權,也算「守得雲開能見月」。
     和艦半導體九十一年成立,九十二年五月正式投產,當初是由原任聯電八B廠副廠長的徐建華離職後,奉派前往大陸籌備半導體廠,九十一年初經華爾街日報等國外媒體披露,當時並未引起檢調關切。
     和艦前前後後的投資金額,高達十二億美元,目前八吋晶圓月產能四萬片,在這一波全球半導體不景氣,也是受災戶之一,大陸當局最近擴大台商貸款,和艦名列第一批獲得大陸政策性貸款的台商,顯見大陸當局對和艦投資的重視。
     聯電西進投資和艦,在陳水扁連任總統成功後,成為民進黨政府整肅的工具,曹興誠當初直接點名,和艦案背後所牽扯的政治陰謀論。
     曹興誠當時曾表示,九十四年一月,他曾前往總統府當面向陳水扁陳情,向總統報告聯電以策略結盟方式支援和艦發展,當時甚至還向陳總統提及將透過聯電日本分公司聯日半導體(UMCJ),進行對和艦的合併,但民進黨政府並不接受,和艦移轉給聯日半導體一五%股權,至今仍是存在信託帳戶。
     如今事實證明,陳水扁的確在第二任任期,加強對各大企業進行政治勒索,和艦案和聲寶旗下的瑞智精密,透過經理人人頭迂迴西進遭起訴,背後充滿了政治算計。
     聯電西進案,演變成政治案件,曹興誠當初因為西進衍生的背信官司,經過二年審理,前年十月廿六日在新竹高等法院二審,仍維持曹興誠、宣明智和宏誠創投總經理鄭敦謙無罪判決,新竹地檢署仍爭取繼續上訴。
     曹興誠表示,由於司法尚未結束,因此不便對外評論聯電合併和艦一事。
 
鞏固晶圓代工「老二」競爭力

     市場傳言成真,聯電昨天宣布將取得和艦科技全數股權。法人認為,聯電併和艦,約可增加聯電一成產能,對聯電而言不無小補,尤其是晶圓代工老三特許、老四中芯合併的傳言不斷,此次合併消息,應是聯電鞏固「老二」地位的宣示。
 
     和艦原本規劃是十年內投資百億美元,興建六條以上的八吋或十二吋晶圓生產線;然而當年前聯電董事長曹興誠的雄才大略,卻在台灣司法機構認定上出了問題,甚至連和艦總經理徐建華在返台述職時,都遭到新竹地檢署收押。
 
     事實上,由於聯電集團的技術、人才與資金的奧援,和艦在投產的第二年就出現了盈餘。
 
     和艦科技目前月產能約四、一萬片八吋晶圓,製程技術也僅達○.一八微米,產能規模及製程技術尚不具領先地位,若將來併入聯電後,約占聯電總產能的一成左右。
 
     法人指出,目前聯電市占率約十七%,位居全球第二,新加坡特許半導體及大陸中芯半導體市占率各為七%左右,若兩者合併市占率將直接威脅聯電老二的地位。
 
     此外,去年特許在六五奈米的高階製程營收已超過聯電,中芯也積極切入更高階的製程,顯示老三、老四在先進製程上的企圖心。
 
     法人指出,晶圓代工業中,台積電穩居全球龍頭地位,市占過半,先進製程也領先,在大者恆大的產業邏輯中,市占老大的台積電與市占老二的聯電的價差也從一倍、二倍,到三、四倍,越拉越大。
 
     聯電和台積電競爭已居弱勢,後又有追兵的壓力,法人指出,此次合併也只是把「友好企業」正式併入旗下,多少有宣示鞏固老二地位的決心。

美國Solamer公司開發出軟性太陽能電池效率高達6.31%之技術

Dr. Yue Wu, Solarmer's director of research and development, will present these results and Solarmer's progress toward the manufacture of plastic solar cells. Solarmer focuses on the development and manufacture of plastic solar cells that are translucent, flexible and lightweight.
 
"We're hoping to generate a lot of excitement with this recent breakthrough," says Solarmer President Woolas Hsieh. "It gives me confidence that we will have commercial products on the market in 2010."
 
The 6.31% efficiency rating was independently verified by the Dr. Zadoyan Group in the Technology and Applications Center at Newport Corp.

兩岸猿聲啼不注, 輕舟已過萬重山
這次(第三次)的江陳會談選在中共產黨解放中國國民黨60週年紀念的首都南京舉行,不知道是中國國民黨沒有戒心落入中國共產黨的圈套, 還是中國國民黨努力討好中國共產黨, 在戰敗的首都舉行第三次國共會談」.這次的江陳會簽訂的協議中, 影響最大的就是金融監理的MOU(備忘錄), 這將開起未來兩國銀行實質在對方設立金融機構分行風潮, 猶如過去資訊產業製造西進一般, 而且金融的往來比製造的硬體西進來得快而可怕. 在沒有嚴格的監理機制練兵下, 台灣要在這場兩國金融體系大小不對等的情況下, 要平等且得利談何容易(得利的將只是極少數的金融買辦). 更可怕的是江丙坤, 一個非官方的官員, 和中國官員所簽署的內容, 竟然可以在60天內自動生效! 台灣人難道都不知道這種特殊國對國的政經問題需要得到全民的共識, 否則哪一天在非官方的經濟事務會談夾帶政治性條款也可以在60天內自動生效, 台灣一步一步走上香港化而不自知, 到時後100萬人上街頭也沒有用了!

德國Multibird公司取得建造400MW離岸風場之訂單

Multibrid, a subsidiary of AREVA, will supply 80 M5000 5 MW offshore wind turbines for the 400 MW Global Tech 1 windfarm 90 km from the coast in the German North Sea.
Multibrid has signed a €700 million(308億台幣) Memorandum of Understanding (MoU) with Wetfeet Offshore Windenergy GmbH for the delivery of the offshore wind turbines. In addition to the turbines, AREVA will provide commissioning, testing and maintenance services. There is also an option for further delivery of wind turbines.
 
Delivery is scheduled for 2011-2012, and the windfarm is expected to generate 1.4 TWh per year.

前言

馬英九上任後的施政,最引起台灣人民恐慌的莫過於其傾中政策。從三通直航、開放中國觀光客、有意推動中國留學生承認中國學歷,一直到突然冒出來「勢在必行」的ECFA,很清楚的鉤勒出馬政府的施政理念,一以貫之,就是圍繞著其「終極統一」的目標而衍生出來的具體政策。而其中又以ECFA最具關鍵性的戰略意義,影響到台灣生存與發展的自由選擇權。

 

從基本精神來看,與中國簽訂ECFA就是建立在「依賴宗主國」的精神基礎上的。也可以說,將台灣經濟全面納併入中國經濟圈,是中國政治併吞台灣之基礎工程。趁台灣經濟衰退之際,簽訂ECFA就是要趁機將台灣經濟納入中國經濟圈,使台灣未來僅能以依賴中國施捨而生存。這也正是香港與中國簽訂CEPA的背景及結果,也是中國為什麼急著推動ECFA的主要原因。簽署ECFA後,台灣的經濟在某種程度上就難以脫離中國的掌控,經濟不自主、必須仰賴中國來發展,政治上的統一當然就「水到渠成」了!

 

不僅是在政治上後果不堪設想,在經濟社會層面上,ECFA對台灣經濟的生命力、社會的和諧都將是一個致命的打擊!八○年代台灣的經濟奇蹟是以中小企業為主力,中小企業的活力將台灣推上世界經濟的舞台,更讓台灣藏富於民,社會安定和諧。二十一世紀初開始台灣大幅投資中國所帶來的負面效應,在過去幾年逐漸浮現:產業空洞化、失業率上升、平均薪資下降、貧富差距擴大,而ECFA的簽署,只會使這個趨勢更為雪上加霜。經濟實力將趨虛弱,則是摧毀台灣民心士氣、打擊台灣人民意志力最有力的工具,從而迫使台灣人民放棄生存與發展自由選擇權,屈從中國強權!這正是台灣的致命傷!

艾文的台灣音樂專輯“愛的腳步“--惦惦發行

我的台灣音樂專輯惦惦的發行了,沒有多餘的經費做宣傳,沒有人力跑通路。雖然安靜的發行,仍期待音樂本身能發揮一點作用,也許感動一些人,也許給某些人力量,對我來說就太足夠太值得了,希望這張愛的腳步能做到像作家林雙不所說的安安靜靜很大聲。

這張CD收錄的12首歌,大多是這兩年的作品,其中也有10年以前的創作(我喜歡這樣想你),超過5年的歌曲(因為愛)。為了CD的發行,所有的歌都重新編寫錄製。像“阮擱佇這“我用了比較現代感的編曲,“台灣美麗的名字“我嘗試鄉村的感覺,“我喜歡這樣想你“增加了更多Jazz的元素。在過程中我發現,雖然風格有些不同,但是唱這些曲子的心情並沒有改變。對台灣,我們不能改變,也不會改變的。

如果你問我這張專輯的主軸,我會說是愛和台灣,所有的歌緊緊扣著這兩個主軸。在很多媒體惡意的嘻笑怒罵中,某些政黨政客的操作下,愛台灣被汙名化。於是有人不願說,有人不想說,有人認為不必再說。不管他們怎麼想,這裡的每首歌都清楚的說著唱著愛台灣,我相信你們跟我的想法是一樣的。

REpower 6.0MW風力機實際發電容量為6.15MW

In addition to the its 5M wind turbine series that is currently in production, REpower now has the most powerful wind turbine in the world in its portfolio. Development of the REpower 6M turbine series will be unveiled at the Hanover Trade Fair this week. REpower said that the rated electrical power of the units is 6.15 megawatts (MW).
 
"The load validation on our three test systems recently erected on the German-Danish border shows that the 6M is designed for operation with a continuous power output of 6,150 kW. These values have now been verified externally, so that the REpower 6M, with its increase in rated power of 150 kW, is currently the most powerful turbine in the world," said Matthias Schubert, REpower's CTO.
 
The turbine has a rotor diameter of 126 meters with a hub height of 80-95 meters in offshore installations and 100-117 meters in onshore installations. The dimensions correspond exactly to those of the REpower 5M, so the REpower 6M can later be used in all the projects planned for this turbine type.
 
In the coming years, the company said that it initially plans to erect several test systems using the 6M turbine on land within the framework of preproduction.

風力發電產業為美國創造了綠能經濟成長
就業機會及降低CO2排放

In the current economic climate, we are confronted with daily reminders of dwindling demand for products and escalating job losses that are impacting many American industries. Yet in this unsure time characterized by factories closing their doors and laying off workers, the wind industry continues to shine as a testimony to American innovation and manufacturing might.
This trend is illustrated by the numbers: as the U.S. economy hemorrhaged jobs in 2008, the wind industry enjoyed 70% job growth — growth that supported a 60% surge in new wind capacity installation over 2007. The wind industry installed 8,358 MW last year(in US), which accounted for roughly 40% of all new electricity capacity. This incredible growth led to the addition of around 35,000 new jobs, creating a total of 85,000 people now employed in the wind industry. More impressive still, even though the new jobs were wind power jobs, they were added across myriad sectors, such as manufacturing, construction and operations, among others.
The wind power jobs story is also one of "on-shoring" (as opposed to offshoring). In 2008 a continued shift toward domestic production resulted in nine new facilities opening across the country and many more on the way. But manufacturing is merely one area of wind's job creation.

The Growing Supply Chain
On the manufacturing side, the job creation starts at the very beginning of the supply chain — natural resources — and continues through to the assembled turbine. The installation of 8,358 MW of wind translates to around 5,000 turbines erected in 2008, creating enormous demand for both raw materials and finished components. Approximately 8,000 components make up a single utility-scale wind turbine; materials range from the high-tech composites used to make light and aerodynamic blades, to the symbolic mainstay material of old industry, steel, which accounts for around 90% of a turbine's weight.
In the past, the U.S. wind industry relied largely on imported components; however, there has been a remarkable shift towards domestic manufacturing in the past few years that is likely to continue. Since 2005 many of the leaders in turbine manufacturing have opened U.S. facilities; of the top 10 global suppliers in 2007, seven — Vestas, GE, Gamesa, Suzlon, Siemens, Acciona, and Nordex — have an American manufacturing presence.(The other three — Enercon, Goldwind, and Sinovel — do not yet sell into the U.S. market.) In addition, the homegrown Clipper Windpower has joined GE Energy as a major domestic player in the production of utility-scale turbines, with the two companies together capturing 50% of the 2008 domestic market.
Domestic manufacturing for large components in particular, such as towers and blades, has increased significantly over the past several years, with the majority now produced in the U.S. As for the thousands of smaller and midsized components, while the U.S. continues to import some of them (mostly from Europe) many more can now be sourced from American companies.
Once again, the numbers tell the story: between 2005 and 2008, the percentage of domestically produced components in a turbine increased from around 30% to nearly 50%, based on cost. Continuing that trend, nacelle components will increasingly be produced domestically.
This trend has resulted in well over 100 companies now producing components for wind turbines, employing thousands of workers in the manufacture of parts as varied as towers, composite blades, bearings and gears. Thus, many existing companies in traditional manufacturing states have retooled to enter the wind industry and produce components for the green economy. Their manufacturing facilities are spread across 40 states, employing workers from the Southeast to the Steel Belt, to the Great Plains and on to the Pacific Northwest.
And with plans for 30 new manufacturing facilities announced in 2008, the wind industry expects to see a continued shift towards domestic manufacturing in the coming years. In total, 70 manufacturing facilities have come online, been expanded, or announced since January 2007. Yet although enhanced manufacturing capacity and associated jobs are part of the foundation for a strong U.S. wind industry and contribute to strengthening the U.S. economy, wind jobs reach far beyond component production.
With those 8,300-plus MW of wind installed at over 100 different wind projects in 2008, many construction workersfound work in the wind industry. Wind project construction jobs are often a blend of specialized wind industry construction companies and management that work alongside local construction companies near the wind project site. In 2008 alone, approximately 8,000 construction workers were needed for the many aspects of wind farm construction, including those for building access roads, securing turbine foundations that typically use 900 tons of steel-reinforced concrete, erecting towers made of up to 300 tons of steel plate, and driving massive cranes to secure 100-ton nacelles and rotors to towers. Given that new wind projects came online in over 25 different states in 2008, these construction jobs were widely distributed across the country.
Another area that saw inevitable job growth was in operation and maintenance, or O&M. With the 2008 capacity addition, the U.S. now has over 25,000 MW of wind in the ground, all of which must be operated and maintained. Wind turbines are massive and complex machines, and skilled workers are needed to keep them running for 20 years or more. In 2008 approximately 800 "wind technicians" joined the existing 1,600 workers in long-term, full-time jobs operating and maintaining the nation's wind turbine fleet.
In addition to such positions, the wind installations completed at over 100 wind projects in 2008 were possible only with the participation of thousands of highly skilled workers across varied professions to work in the areas of site assessment, permitting, siting, developing, financing and electric grid interconnection.
Finally, the entry of 35,000 new employees within a single year into the various facets of wind energy has continued to make training a key focus of the industry. At the end of 2008, over 100 different educational institutions offered or were developing programs for wind and renewable energy, ranging from certificate programs and two-year associate's degrees to bachelor's and graduate degrees. For example, the specialized wind technician jobs require months and sometimes years of training in a wide range of areas including hydraulics, electronics, safety, and troubleshooting. In addition to having to possess this valuable skill set, workers must use such skills at heights of 250 feet in the air, either on top of the turbine in the elements or inside the nacelle, which is the size of a relatively small office.

Strong Net Gains
Now in 2009, announcements of job losses in various industries have become a familiar part of daily media reports - yet bright spots continue to shine through in the form of more news of new jobs in wind, even during the first few months of this year. Not surprisingly, the wind industry is not entirely insulated from a declining economy, and some companies in fact have announced job losses following short-term industry challenges such as increased difficulty financing projects due to the banking credit crisis and the devaluation of the production tax credit (enough companies need to be earning a profit and paying taxes in order to utilize such credits).
Still, net growth in wind power remains in the double digits-even in the face of an economic downturn that has hit manufacturing (and even construction) hardest. Across the U.S. economy in 2008, nearly 2.6 million jobs were lost; while wind industry growth alone of course did not singlehandedly counteract the losses, it did counter the negative trend. And better still, some of those companies that had laid off workers are already hiring some of them back.

Only a Demo
While 35,000 jobs is clearly nothing to sneeze at, perhaps just as important is that the job numbers the industry produced in 2008 serves as a telling indicator of potential. Last year the wind industry demonstrated its remarkable potential for both generation capacity growth and job creation. Investing in the wind industry creates a new engine for the nation's economy, driving growth in manufacturing, supporting construction jobs, and promoting economic development; thus, its potential cannot be ignored.
The wind industry can and will continue to grow, given a stable policy environment that levels the playing field for all generating sources. Legislators have the power to ensure continued expansion of wind power and jobs though a national renewable electricity standard (RES) and legislation to create a national transmission system that accesses the nation's vast renewable energy resource. As shown in a 2008 Department of Energy report, policies that will help the U.S. reach 20% wind penetration by 2030 will create at least 500,000 jobs in our economy; all that is needed is a signal that we are ready and willing to make this commitment.

響應世界地球日(4/22) 北縣推廣陽光電城綠能源

    今天是世界地球日,臺北縣政府以守護海洋及推廣陽光電城為主題,在漁人碼頭舉行活動,縣府還透過設立「永續環境教育中心」、綠色能源「陽光電城」興建及即將舉辦的「低碳博覽會」,落實環保紮根工作。

    為了響應「422世界地球日」,臺北縣政府在淡水漁人碼頭舉辦「2009世界地球日,臺北縣守護地球」活動,結合了2大主題,包括延續上周末的淨灘與守護海洋行動,以及落實綠色能源的陽光電城試車,台北縣城鄉局長張邦熙表示,濕地和海洋是台北縣最重要的自然資源,台北縣在民國97年設置永續環境教育中心,作為北縣濕地推廣的基地;此外也要延續從上週末開始的淨灘活動,他說北縣西起林口東到福隆,海岸線有120公里,由師生和親子一起動手撿垃圾、做環保,希望讓北縣海岸乾淨美麗。

    另外北縣也推動陽光電城的概念,推廣太陽能發電,張邦熙表示,因為淡水河口觀光人潮最多, 推廣最有效益,因此選在在漁人碼頭,設置1230片的太陽能光電板,希望同時讓觀光商機和環境永續並行;張邦熙說預估這個設置一年約可以提供55戶家庭的全年用電量,雖然不是很多,但主要是希望能推廣再生能源的觀念;如果換算成火力發電的二氧化碳排放量,一年可減少128噸的二氧化碳排放量,約是1400棵樹木的吸碳能力,可落實減碳環保。北縣強調希望在世界地球日的這兩大活動,讓大家一起來打造臺北縣成為一個環保低碳、永續經營的宜居城市。

山寨文化興起山寨手機進軍台灣但山寨筆電踢鐵板

    大環境不景氣,消費者荷包縮水、消費力緊縮,在對岸中國大陸因此興起一股「山寨文化」,也就是模仿一線大廠品牌生產出即為相似的產品,但價格上卻便宜非常多。
 
    這股山寨文化起源於仿冒文化,過去大陸模仿精品名牌的包包、衣服和鞋子等,因此和國際這些知名品牌結下樑子,甚至對簿公堂;不過近年來這種仿冒文化已經「進化」,大陸業者不再完全抄襲大品牌的商品,而是做到非常相似,但又有些許不同的商品,稱之為「山寨品」;近幾個月來這股山寨風吹向3C電子產品,其中山寨手機大行其道,資策會產業分析師魏傳虔說,手機一年有10億支的市場規模,加上手機的生命週期大約只有六個月,所以一般人會為了求新潮而買山寨機。
 
    像是NOKIA手機的山寨機就把NOKIA的「O」改成「C」,但印在手機上頭的英文字母C開口非常小,遠看會讓人以為是O;另一個近來山寨機積極模仿而大量生產的,就是iPhone的山寨機。分析師指出,因為手機的技術門檻比較低,加上因金融海嘯而受波及的聯發科等大廠,為了維持產能,也投入生產山寨手機,手機有了一線製造大廠的加入,等於對山寨手機注入一股強心針。
 
    雖然山寨手機在大陸市場幾乎是攻無不克,連在台灣也都可以買得到,對原本的手機大廠而言是一大威脅,不過山寨品另一個進攻的商品「小筆電」目前來看卻沒有這麼無往不利。通路採購部門分析,山寨筆電踢到鐵板是因為對於這種比較高階的電子產品,消費者還是很重視品質和品牌,這是山寨機無法像華碩和宏碁等大廠一樣做到的部分。
 
    原先山寨機最大的優勢就在於「價格」,但近來由於台灣筆電市場近趨飽和,競爭激烈之下,價格也下殺愈來愈低,這個趨勢也壓縮到山寨筆電進攻台灣市場的空間,燦坤NB採購部資深副理袁昊新說,因為一線品牌現在在市場有供過於求的現象,所以一線品牌已經把價格壓的很低了。
 
    還有一個山寨筆電無法快速普及的原因在於無法提供「售後服務和保固」,但消費者買筆電時很重視這一塊,微星科技MSI產品企劃處長林正立說,因為價格壓得很低所以也沒有提供什麼售後服務。
 
    山寨產品以其「價格低廉」在大陸爆紅,其中山寨手機更在年輕人當中幾乎人手一機;反觀山寨筆電卻不是這麼回事,尤其要進攻台灣還有很多疑慮,主要原因在於筆電已經是比較高階的產品,消費者對於筆電的要求不會停留在只有價格上的差異,而是更重視品質、保固和售後服務的保證,

美國First Solar 公司將在內華達州續建48MW太陽能電廠

First Solar has executed an agreement to build a 48 megawatt (MW) AC ground-mounted photovoltaic power plant for Sempra Generation. This project would expand the 10MW AC power plant First Solar completed for Sempra Generation in 2008, which is located near Boulder City, Nev.
First Solar will design, engineer and construct the PV power plant. The Company expects to begin construction in 2009. Once construction is completed in 2010, the combined 58MW AC project is expected to be the largest PV power plant in North America.
“We are pleased to have the opportunity to expand this 10MW project to 58MW—more than five times its original size, advancing our mission of providing clean, affordable solar electricity,” said John Carrington, First Solar executive vice president of marketing and business development. “Sempra Generation’s decision to use First Solar in expanding the El Dorado solar plant demonstrates our ability to provide a cost-effective energy solution for utility scale projects.”
As is the case with the original 10MW AC solar plant, the 48MW AC project will be constructed adjacent to Sempra Generation’s existing 480MW El Dorado Energy power plant, located about 40 miles southeast of Las Vegas. Sempra Generation will own and operate the PV power plant.
The agreement is conditioned upon Sempra Generation executing a power purchase agreement with a utility customer for the electricity generated by the PV power plant and applicable state and local regulatory approvals.

遣南韓最精銳的作戰部隊南下光州鎮暴的故事,也就是著名的光州事件。這部南韓歷史鉅作轟動了全韓國,據報導是南韓有史以來最賣座的電影,有七百萬韓國人觀看了此片。

故事從基層小人物的平常生活開始,男主角民宇是光州的一名計程車司機,他和弟弟真祐相依為命,過著很平凡的日子。民宇暗戀著公司老闆的女兒-申愛,對申愛展開了愛情攻勢,如此平靜充滿希望的生活,卻被恐怖的槍聲打斷了。

當示威遊行的光州人民以為成功地展現人民的力量,肅靜地唱起了國歌,沒想到鎮暴軍隊反而以機關槍冷酷的掃射老百姓!全城百姓只能組織起來,和軍人們浴血相搏。弟弟貞祐目睹好友死亡,毅然加入示威隊,最後不幸犧牲。民宇失去了唯一的弟弟,他戰鬥的決心終於在憤怒中爆發了。他也加入了市民自衛隊,在退役將領朴興洙(計程車公司老闆)的帶領下,和鎮壓軍決一死戰。

全台最大風力發電德商英華威 打算撤資

馬政府上任以來,在即將展開第一次全國能源會議前夕,卻傳出德商英華威風力發電集團將撤資!英華威董事長費佛樂昨大動作召開記者會向政府重申,除希望提高風力收購電價格外,更希望在立法院此次會期通過再生能源發展條例,且制訂出明確的能源政策,否則將暫緩未來五年五億歐元的新增投資計畫。
費佛樂更指出,連行政院長劉兆玄的胞弟劉兆凱都跑到大陸蓋風場了,讓他「有受騙的感覺。」
綠色能源法案過不了電價提不高
英華威自八十九年發展風力發電至今,已投資三億歐元金額,如今已在苗栗、台中沿海及彰濱工業區興建了八十八座風力機組,是台灣最大也是唯一的民營風力發電公司。
但昨天英華威卻大規模召開記者會,董事長費佛樂表示,原本英華威預計今年將挹注一億歐元,在桃園建置五十四個風力機組,未來五年也將在台投資共五億歐元。但如今再生能源條例「這個會期會通過」的說法,已經講了十六個會期,「一躺就是六年」。
近幾年來,他已找過能源局官員無數次,也送過資料給馬總統,政府卻遲遲沒有制定出明確的能源政策與目標,連博弈條款都可以過,綠色能源法案卻過不了,「這根本是政府決心的問題」。此外,連劉兆玄的弟弟劉兆凱都要赴陸投資,若立院這次會期還是沒有通過,未來「將沒有機會了,而英華威在台投資的行動將會死心」!
給價不合理德國不支持賠錢生意
費佛樂表示,在金融風暴衝擊下,加上歐元、原物料價格頻漲,德國銀行已不支持英華威融資案,若政府無法給予英華威二點八至四元的合理收購價,未來將不再增加投資。但英華威副總經理王雲怡強調,金融風暴反而讓德國政府非常支持融資案,但因為台灣政府給的價格不合理,德國政府不可能支持賠錢的生意。
王雲怡也點出,台電以一度電四點七元買天然氣發電,以二點三元買燃煤發電,台電的風力發電成本接近二點六元,卻只用二元來收購民營風力發電,等同逼業者出走。
而針對尹啟銘日前在IBM論壇上曾提到,再生能源發展條例遲遲未通過,是因為「政府對立院沒有影響力」,費佛樂認為「這種說法很不負責、沒有誠意,更顯示出政府毫無決心」。
費佛樂表示,他們只關心三件事,就是希望政府改善不合理的電價,制定明確的再生能源政策,並盡速通過再生能源發展條例,否則最快年底將不再新增投資。

美國佛羅里達州Bobcock鎮將打造成為示範陽光電城

Real estate developer Kitson & Partners today announced a landmark agreement with electric utility Florida Power & Light to build the world's largest solar photovoltaic power plant at Babcock Ranch, Florida - making it the world's first city powered by solar energy. With Congress debating energy policy and the economy shedding jobs at a record pace, the Kitson-FPL deal will start the city on a path to create 20,000 permanent jobs.
 
The 17,000-acre city of Babcock Ranch will consume less power than the proposed FPL on-site solar facilities will produce, allowing it to become the first city on earth powered by zero-emission solar energy. The city of Babcock Ranch will also be home to an integrated "smart grid" that will provide greater efficiencies and allow residents and businesses to monitor and control their energy consumption. All commercial buildings and homes in the new city will be certified as energy-efficient and constructed according to Florida Green Building Council standards. The City of Babcock Ranch is also a model of conservation: over half of its 17,000 acres will be permanently protected as greenways and open space, and the city is adjacent to the 73,000-acre Babcock Ranch Preserve. The Babcock Ranch Preserve was created by the largest -ever completed conservation purchase by the state of Florida, facilitated by Kitson & Partners.
 
"I believe clean energy and sustainable development are the future of the American economy," said Syd Kitson, chairman and CEO of Kitson & Partners, the Palm Beach Gardens, Florida-based developer of the city. "Babcock Ranch will be a living laboratory for companies, workers and families ready to reap the rewards of innovation. No other place in America will be home to such a concentration of new jobs and technologies, energy-saving advances and global economic leadership. I could not be more enthusiastic to be a part of this major step toward economic recovery and a sustainable future."
 
Subject to State of Florida approvals, groundbreaking on the FPL solar facility is targeted for late 2009, with construction of the city center targeted for mid-2010 and construction of the first residential and commercial buildings targeted for late 2010.
 
Florida Power & Light Company Chief Development Officer Eric Silagy joined Kitson and others at the announcement.
 
"We are extremely excited to build one of the world's largest solar photovoltaic projects once the state legislative and regulatory authorities have taken the actions that would be required for us to move forward," said Silagy. "FPL has secured the necessary land, local zoning and transmission access for a 75 megawatt project and could move forward with construction as early as the end of the year pending such approvals. We believe large-scale solar projects like Babcock Ranch can yield significant environmental benefits to the people of Florida, create sustainable job growth and stimulate the local economy. With the continued support of Governor Crist, the Florida Legislature and the Public Service Commission, FPL is prepared to do much more in the coming years to build projects like Babcock Ranch and grow Florida's renewable energy industry."
 
"This historic announcement will help make Florida the leader in research, development and implementation of renewable energy technologies," said Rep. Rooney. "I am extremely pleased that this project will be coming to Babcock Ranch, right in the heart of the 16th Congressional District. This investment will spur growth and create jobs in our community. We all know fossil fuels will not last forever and we must start developing more alternative and renewable forms of energy. I look forward to working with all parties on this project, and this is truly a great day for Southwest Florida."
 
"America is not going to create new jobs, lower energy prices and beat our international competitors by thinking small and doing more of the same," CEO Syd Kitson said. "The smart money is on renewable energy like the sun and wind, efficient materials that cut energy costs and dynamic companies that are innovating. We are building Babcock Ranch as a home base for America's future."

Kate Johnson, National Clean Energy Representative for the Sierra Club, stressed the project's potential to influence other U.S. cities. "Now is the time to rethink how we can make development work for everyone," said Johnson. "Babcock Ranch has the potential of showing America that you can have a vibrant, prosperous community without sacrificing Florida's clean air and water. Our common fight against climate change will require exactly this kind of large-scale commitment to clean technology and sustainable development. We are proud to support Babcock Ranch as it leads the way in this new direction."
 
Babcock Ranch will also feature sustainable water management and conservation; street lamps designed to reduce light pollution; electric car chargers; and green roofs that reduce energy loss.

台灣股市的山寨熱
從今年二月初起, 美國與歐洲仍然深陷金融海嘯帶來的企業倒閉與失業潮, 股市持續不振然而中國香港與台灣似乎在中國的家電下鄉政策下成為世界股市狂飆三成以上的特殊地區.
其實除了家電下鄉造成台灣製造業的急單效應外, 另外兩個重要因素也不容忽視, 一是山寨機(文化)帶來的商機, 二是500元美金以下的小筆電的興起.
這三個因素造成了近兩個月來台商電子產品在中國的急單效應, 但是這三個發展方向對台灣電子業都是不利的, 因為這三個趨勢和我們過去想把電子業推往價值曲線的微笑的兩端, 擺脫微利型產業背道而馳. 金融海嘯使我們的電子業製造業沒有往高階產品發展, 反而配合中國山寨手機山寨LCD山寨電腦/NB山寨產品發展, 山寨文化其實就是仿冒電子資訊產品的代名詞, 中國的內需市場無法消費正牌電子資訊, 於是乎仿冒品猖獗, 這些訂單就是所謂的急單, 不是過去台商在中國生產外銷輸往美國日本及歐洲的有台灣品牌的訂單, 所以台積電董事長張忠謀先生才一直說這些只是急單, 終端產品不是來自消費能力較高的歐美國家, 因此急單只能看到二~三個月. 因為仿冒品根本無從確定訂單的真實性及持久性, 也許未來一直會有這些仿冒品不斷填滿台積及聯電工廠的產能, 但是危險的是台灣IC設計業因為仿冒品的需求, Know-how一點一滴流向中國, 也將培養中芯半導體晶圓代工及中國封裝測試廠的能力, 吃虧的將是台灣半導體的上中下游供應鏈如果台灣的IC設計公司沒有警覺的話, 在山寨文化中是沒有所謂專利或侵權保護的, 短暫的翻紅接著來的是產品被仿冒而未來前景堪虞.
除了前面所提到的三個因素將台灣的電子資訊業進一步推往微利及不確定的未來, 不久之後, 中國也想透過中國和台灣業者的合作, 統一3G手機規格, 然後再由台灣的實力將中國的3G手機規格推向歐美, 台灣的手機業者已經在馬政府無知的領導下陷入中國的圈套, 利用所謂搭橋會議把台灣的科技業綁死在中國過去我們一直談的品牌通路研發創新這些遠景在這次金融海嘯來臨的時候, 我們的業者被山寨的急單綁架了, 我們面對的是一個比金融海嘯的更深的黑洞.
台灣的業者是否能擺脫中國的「山寨家電下鄉」, 不要讓台灣電子產業更加依賴中國, 讓經濟發展的思維被中國統一了.
