一、研究動機
之所以做這個主題,是因為在一次的討論中,發現組內的組員們有很多不清楚野草苺的實際訴求,乃至於有誤解的現象。於是我們產生疑問,為何野草莓在之前佔了大眾媒體相當大篇幅的版面,而如今卻仍難達成其目的,甚至有許多人根本忽略了其訴求。在我們的研究之中並不打算論述野草莓在政治主張上面的是非,而打算探討媒體報導和野草莓的媒體
策略造成此現象的相關性。
二、研究方法
1.我們針對大學生進行了問卷隨機抽樣調查法,樣本數為50份。考量為野草莓本身即是由大學生所發起之運動,所以其對野草莓的看法我們認為有一定的參考價值。
2.就現有資料進行資料庫分析,我們就目前所有的媒體報導文本進行探討。
三、野草莓的背景
野草莓成軍的原因為抗議警察執法過當,繼而產生要求修改集會遊行法之聲浪,並聲稱本身不代表任何政治立場。
目前野草莓活動的官方訴求有以下三點:
● 總統馬英九和行政院長劉兆玄必須公開向國人道歉。
● 警政署長王卓鈞、國安局長蔡朝明,應立刻下臺。
● 立法院立即修改限縮人民權利的「集會遊行法」。
四、問卷結果暨新聞文本分析
由以上問卷可知,約四成的問卷對象並不了解野草莓活動的目的,甚至是誤解;而也有約一半的對象,認為野草莓是帶有政治立場的。所有的受訪者都知道野草莓這個活動,但對他的認知卻大有不同。
就訴求面而言,我們利用開放式問答得到誤解的意見包括:野草莓是學生的圍城活動、野草莓是要抗議開放大陸人的政策、抗議馬政府,甚至認為野草莓就是特定政黨的活動,也有不少人雖然知道野草莓是以人權為目的,卻不清楚訴求,或不了解為何如此訴求。也有人直接表示,不清楚野草莓是做甚麼的。
簡單說,我們從此份問卷觀察到兩個現象,並試圖去解釋之
1.野草莓的訴求消失
2.認為野草莓具政治立場者眾多
參考部分現有資料、人士分析和問卷意見之後,我們認為造成這些現象的客觀因素大致有
以下三點:
1.發起時間與圍城事件相近,批判方向也都朝向執政黨,難以與綠營圍城活動切割。
2.訴求過多不明確,難以集中焦點,並容易遭媒體錯誤解讀。
3.結構不嚴謹,組織不集中,難以規範參與人,如有個人失序行為,易遭媒體放大檢視或以偏概全。
五、新聞文本分析
我們找了針對野草莓同一事件不同媒體報導的例子來作比較,分別是自由時報以及中國時報:
自由:野草莓不散轉入校園再出發
〔記者陳宣瑜、胡清暉/台北報導〕「為什麼政府不鳥我們?因為我們還不夠野,我們應該要走到各個地方,回到各式各樣的社運團體,秉持著我們的精神,走出去對抗社會上不公不義,我們要野起來,讓政府聽見我們的聲音。」野草莓學運發言人奉君山昨天宣示,野草莓就算離開了自由廣場也不會解散。
回顧野草莓學運的發起,十一月三至五日中國海協會會長陳雲林訪台期間釀成警民衝突,一群大學師生憂心台灣人權倒退,十一月六日起在行政院前靜坐,抗議執法機關濫用公權力,七日下午遭警方驅離後,進入自由廣場發起另一波以學生為主的靜坐行動,台南、台中、新竹等各地學生也陸續響應,九日表決運動名稱為「野草莓」,立即獲得數百名學者連署聲援;昨日學生齊聚舉辦大遊行,各地野草莓學運預計將陸續退場,轉入校園再出發,持續為台灣民主努力。
台南野草莓發言人成大法律系黃同學說,初衷很簡單,只是為了聲援台北被驅離的同學,沒想到會轉成學運,一坐就是一個月,遲遲得不到政府回應,其實過程相當辛苦,但不斷有民眾送物資、捐款,相當感動。黃同學說:「曾看到一位八十幾歲的阿嬤步履蹣跚,還是堅持掏出兩千元給同學;還有很多認同的民眾和學生,透過簽名和捐物資,表達支持,讓我相當感動。」
台北野草莓幹部謝昇佑說:「我們面對野蠻的政府,戰爭才剛開始。」「野草莓不會結束,短期不會結束,長時間也不會結束,有見過草莓被摘光嗎?沒有,它只會越來越多。」
謝昇佑表示,野草莓現在思考的問題,是如何讓草莓野起來,怎麼樣讓草莓越來越多,如何讓力量越來越大,絕對不讓野草莓結束。
針對政院版本的集遊法,野草莓還是不能接受,除了是變相的許可制之外,學生所要求的禁制區並沒有取消,只是提出另一個名詞「安全距離」,其實就是「禁制區」的翻版,行政院明顯在玩弄文字遊戲,欺騙社會大眾。
另外,野草莓表示,雖然集遊過程的違法行為回歸普通刑法來約束,卻新增一堆相當嚴苛的罰鍰,欺負經濟狀況不佳的弱勢團體抗議的權利,野草莓還是會持續關注修法的後續,
並追求實質的法律內容,呼籲政府能夠正視野草莓的訴求。
中時:千人和平遊行野草莓學運落幕

野草莓學運昨集結上千名來自全台各地的學生,舉行「1207野給你看」大遊行,雖然事前未經警方許可,但學生展現高度自律,傍晚在凱達格蘭大道抬棺演出「人權出殯」行動劇後,返回自由廣場舉辦感恩晚會,結束一個月以來的靜坐活動。
野草莓學運昨進行未經申請的集會遊行,下午二時許,上千名學生及民眾從自由廣場出發沿中山南路前進至忠孝東路右轉,再沿林森南路、濟南路回到中山南路,最後在凱達格蘭大道,由四名學生抬著覆蓋國旗的棺木,還有學生扮成孝子、孝女,拿著人權牌位及引魂幡,象徵人權已死,並呼喚人權的英靈回歸。
野草莓學生昨組成了近百位糾察,維持隊伍的秩序,在無任何交通管制的情況下,雖然一度造成人車爭道及交通混亂,但過程平和、理性。學生沿途高喊「馬總統及劉院長道歉」、「國安局長及警政署長下台」及「修改集遊惡法」等訴求。
野草莓學生代表許仁碩表示,自十一月六日展開靜坐,抗議政府侵害人權,迄今仍無得到適當回應,野草莓昨提出「護人權切結書」等五項訴求,將寄發給政府及國會多數黨切結,並將回到校園繼續宣揚 野草莓的理念。
野草莓要求政府單位保證:
一、不得重演日前嚴重限制人民自由與侵害人權之情事。
二、針對陳雲林來台期間之維安爭議,成立專責調查委員會。
三、立院公開允諾本會期完成集遊法修改,落實對於人民自由權利的保障。
四、設立獨立運作之國家人權委員會,改善台灣日趨惡化之人權環境。
五、強化公民教育,鼓勵學生參與社會實踐。
先前連署支持野草莓學運的教授所組成的「台灣學界守護民主平台」,也提出三點聲明表示,
一、 昨日的和平遊行證明,「事前許可」或「強制報備」都是不必要的限制。
二、行政院提出之修法版本是換湯不換藥,仍是對集會遊行權利之箝制。
三、陳雲林來台期間維安失當與違法濫權,當局應盡速調查相關事實,追究決策與執行之行政、法律與政治責任。
同樣是報導野草莓退場,自由時報和中國時報明顯透過不同的文字表達出他們各自的立場。首先從標題來看,自由時報對這次1208野草莓退場下的標題是野草莓不散轉入校園再出發,中國時報下的標題則是千人和平遊行野草莓學運落幕。這意味著對自由時報來說,他們這次報導的野草莓退場只是個逗點他們認為野草莓還會有後續行動,由內文可見自由時報將野草莓塑造成一種精神層面的形象,所以自由時報稱即使野草莓退出靜坐場地也不會真的解散。而中國時報則是認為野草莓學運已經落幕,並且中國時報引用野草莓團體和支持野草莓教授聲明強調這件是只剩後續處理,展現出和自由時報強調延續性的極大落差。
正因為媒體本身都有自己的支持者以及利益,才會導致報導有偏向的效果,進而使得讀者從媒體上獲得有偏袒的事情狀況。而獲取了太多立場偏頗報導的民眾,自然就覺得事實就是如此,也就將野草莓貼上了有政治立場的標籤。
我們無法直接證明大眾媒體對於閱聽人有完全的影響力,事實上在傳播學者凱茲(Katz)跟拉查斯斐(Lazarsfeld)所出版的「親身影響:民眾在大眾傳播流程中扮演的角色」一書中提到,『大眾傳播媒體的角色,乃是閱聽人現有的意見或態度的「強化者」而非「改變者」』,也就是說大眾媒體並未完全改變我們對於野草莓的看法,而是加強了我們原先就有的框架。所以這些錯誤的訊息還是會帶來一定影響,如網路給予人們的無限的自由,卻也讓人們自我形成了一道堅硬無比的枷鎖,因為網路的廣度讓他們造成一股自己已經知道了
全盤事實的錯覺,一但自己的觀點受到攻擊時,他們選擇性地上網找可以支持自己的論述,然後讓自己更自己更理直氣壯相信自己所相信的,所以造成野草莓變成綠草莓。
六、野草莓媒體策略分析
事實上野草莓學運承接了以往運動的所有經驗,大量使用了許多媒介,商業媒體的露出再也不是唯一的選擇,他們透過公民媒體發起以及傳播,如:BBS、部落格、共享書籤、公民媒體、網路直播 (Y!life)、串連貼紙、集體查證、集體編寫(懶人包)、新聞聯播
既然使用媒介這麼多,那野草莓並未成功地問題發生在哪裡?
1.本身傳達訴求不清:
訴求傳達的失敗,似乎也宣告了那群學生只會被定義成勇氣可嘉,但對社會不會有太大實質影響的命運。訴求傳達錯誤率高這件事,從本組做的問卷結果可以小小作個呼應,不知道正確訴求之外的學生高達六成是接收到錯誤訊息的,錯誤往往比無知更加可怕,這將有可能使民眾除了不支持之後還產生反動的力量,如小藍莓的出現。錯誤訊息的發散除了因為商業媒體蓄意操作外,還有野草莓本身傳達訊息焦點的不清,他們太重於打出教授牌,而忽略了對於他們真正重要的焦點在哪,讓人覺得像是學生在辦活動而不是在搞運動。
2.無架構:
另外其實本身要發送出來的訊息就不明,最根本的原因卻還是來自鄉民文化,也許他們可以很快聚集,擁有多元意見的,但是他們彼此是陌生的,並非醞釀許久的,只是倉促成軍,所以無法凝聚一個中心快速以及果斷地作決策。在傳送訊息時,就無法作一定地管理,有紛雜且歧異的聲音不斷地從廣場四面八方散出,人們就會挑某些自己本身比較偏好的點來詮釋野草莓學運。在面對媒體的時候,也許推派了所謂的發言人,但事實上如果只透過媒體鏡頭的了解野草莓的就只有一種感覺:
雜亂,無中心化=>表達能力欠佳=>大學生在幹麻?為什麼不好好念書?

七、反思
1.閱聽人之應對
● 吸收各家媒體的資訊
由我們的比較中我們看到,各家媒體由於其政治或其餘立場的不同,在報導時往往會選擇對其較有利的事實加以報導,更甚者,會利用形容詞來影響閱聽人對一事件的觀感。媒體必然無法達到完全的客觀,但當閱聽人多加吸收各個角度的觀點時,即使媒體是有偏見的,也能從各個偏見之間拼湊出較完整的真實。
● 去接觸野草苺本身
經由中間人媒體的傳達,許多野草莓的訴求被扭曲、斷章取義甚至根本未被提及。既然資訊經媒體吸收過後必然會被再解釋,閱聽人若是自行去接觸團體本身的資訊像是野草莓的bbs站等,自然能夠直接的得知野草苺的訴求為何。
● 自行成為媒體
現今台灣的主流媒體,雖然立場不同,但其目的都是要增加閱讀量而增加其廣告收入,這樣的相同點讓主流媒體的報導自然會有其誇張性以吸引讀者目光。若是閱聽人能夠近用媒體像是在peopo、社論等地方發表自己的意見,將可越過商業性的背景,真實反映出一個民眾眼中的新聞事件。
2.從野草莓看未來的學運策略
這次的學運大大地利用了現在媒體的發達,所以能夠很快號召群眾,且每個人都能透過各種平台發表自己的意見,甚至因為這個透明的平台也得到國際組織的聲援。但是因為上述的問題,甚至還有更多更複雜的,造就了這次野草莓很狼狽地被淡化。也許野草莓之後,可以試著強化自己的野草莓自身的品牌概念,事實上他們是有的,他們要擁護的是"人權"。要把自己的核心概念說清楚講明白,跟隨的群眾才有準則與認同,社會大眾才會對野草莓有個真正的基本認識。在進一步地塑造出與社會結合容易得到認同及更深植的品牌形象,當初大選時綠營青年總部"逆轉勝"其實就做得很好,他給予長期處於低潮的台灣人民一個夢想和希望,和目標對象所喜愛的獨立音樂界有緊密結合並且與棒球奧運資格賽剛好作個連結,創造出強烈且獨特的品牌印象,即使你不是綠選民必定也對這個品牌概念印象很深刻。
但學運要小心地和政治形象作切割,學運最大的特點正是學生本身是乾淨的無色彩的,雖然穿了黑T宣告自己是不藍不綠,但在選擇性正義時(只攻擊警察暴力,對圍城暴力卻無隻字片語)卻會不時引導人聯想有偏綠色彩。這個問題也來自於無架構化,其實他們自己也是盲目不知道核心概念是什麼的,不過也許這個問題可以靠時間彼此的熟悉進而達到一同的共識塑造出自己的核心概念後可解決。
野草莓利用的媒介很多,但也很雜,發散出來的訊息紛亂不明,日後應該選擇一個作為自己的主要媒介,或許可以把宣傳人權理念的媒介放在據有心靈力量的音樂或者是電影,和平的靜坐也許是一個手段,但是表現出來的結果只會讓人疑惑究竟是野草莓還是野餐?持續發展出自己的根,長期蹲點關注才能把自己的理念推廣,畢竟他們關注的議題並不是現在生活在貪腐、股票狂跌、無薪假且不知道自己的未來在哪的台灣民眾現在想要關注的。
我想他們需要透過文化的力量讓人權理念被更多人接觸,讓這些理念成為普遍價值之後,才會得到更多社會的反思與支持。
八、近用
我們嘗試了進行大眾媒體的近用,但卻發現有許多困難點,比如投社論時也考量到這種論點是需要時效性的,報社會將其過濾掉,所以並無法達成近用目的。所以我們轉而思考許多與我們最接近的媒體,但是仍發現近用的難度非常高,像是最近的媒體包含政大之聲以及大學報,其實都有自己的考量以及行程上的安排。所以事實上近用的部份對於一般大眾來說,難度真的是依舊非常的高。
最後我們嘗試了最簡單也是野草莓號招的地方─網路,我們使用了PO版這個方式。

London, March 20 - Britain's GCHQ, the government communications agency that electronically monitors half the world from space, has confirmed the claim by the Dalai Lama that agents of the Chinese People's Liberation Army, the PLA, posing as monks, triggered the riots that have left hundreds of Tibetans dead or injured.
GCHQ analysts believe the decision was deliberately calculated by the Beijing leadership to provide an excuse to stamp out the simmering unrest in the region, which is already attracting unwelcome world attention in the run-up to the Olympic Games this summer.
For weeks there has been growing resentment in Lhasa, Tibet's capital, against minor actions taken by the Chinese authorities.
Increasingly, monks have led acts of civil disobedience, demanding the right to perform traditional incense burning rituals. With their demands go cries for the return of the Dalai Lama, the 14th to hold the high spiritual office.
Committed to teaching the tenets of his moral authority---peace and compassion---the Dalai Lama was 14 when the PLA invaded Tibet in 1950 and he was forced to flee to India from where he has run a relentless campaign against the harshness of Chinese rule.
But critics have objected to his attraction to film stars. Newspaper magnate Rupert Murdoch has called him: "A very political monk in Gucci shoes."
Discovering that his supporters inside Tibet and China would become even more active in the months approaching the Olympic Games this summer, British intelligence officers in Beijing learned the ruling regime would seek an excuse to move and crush the present unrest.
That fear was publicly expressed by the Dalai Lama. GCHQ's satellites, geo-positioned in space, were tasked to closely monitor the situation.
The doughnut-shaped complex, near Cheltenham racecourse, is set in the pleasant Cotswolds in the west of England. Seven thousand employees include the best electronic experts and analysts in the world. Between them they speak more than 150 languages. At their disposal are 10,000 computers, many of which have been specially built for their work.
The images they downloaded from the satellites provided confirmation the Chinese used agent provocateurs to start riots, which gave the PLA the excuse to move on Lhasa to kill and wound over the past week.
What the Beijing regime had not expected was how the riots would spread, not only across Tibet, but also to Sichuan, Quighai and Gansu provinces, turning a large area of western China into a battle zone.

In short:

Communist China has relied on radical nationalism to justify its rule, claiming that the CCP, and the CCP alone, can protect the Chinese nation. The purpose behind this modern bread and circuses was simple: expand the regime’s power abroad to avoid disturbing questions at home.
As such, America- as both the strongest nation on Earth and the chief supporter of freedom throughout the world- became the Communists enemy, and they have acted accordingly. They have helped Osama bin Laden launder his drug profits. They signed economic accords with the Taliban the day the World Trade Center fell. They have sold missile components to the mullahs of Iran, the Ba¡¦athists of Syria, and Saddam Hussein- who paid for them, in part, with oil-for-food vouchers. They have propped up and aided Kim Jong-il , the most active terrorist mastermind in East Asia . They have done all they could to make the world safe for dictatorships ¡V from Zimbabwe to Venezuela, and from Cuba to Burma.
All of this has been justified by the Communists as necessary to defend China ¡¨ against the American hegemony¨ in reality, the Chinese people have nothing to fear from America- except for the brutal, criminal, and corrupt regime that is the Chinese Communist Party.
That said, America ¡¦s elected leaders must see the truths revealed by the ¡§Commentaries,¡¨ recognize Communist China¡¦s cold war against the free world, and take steps to ensure that freedom wins. The United States must implement policies to isolate the CCP economically, contain it diplomatically with the help of Asian allies such as India and Japan , and work with the Chinese people to undermine the regime from within China . Moreover, the U.S. must make sure the Communists are not allowed such propaganda bonanzas as the 2008 Olympics. The Bush Administration must demand the Games be moved out of Communist China, and should that fail, it must- as painful as this would be- refuse to send any American athletes. In the meantime, the United States must also make clear that Taiwan, the one piece of China outside Communist control, will be protected from any Communist attack. We now know that Communist China intends to use a war with Taiwan as an excuse to seize personal bank accounts and conduct a massive crackdown reminiscent of the Cultural Revolution. We cannot let the Communists get away with this.
