飛鷹人變身歷程
– History of Eagle fly

飛鷹人（Eagle Fly，簡稱EFLY）是誰？就是一群在家從事網路工作的重度身心障礙者。 此團隊在民國九十年度正式發起成

立，但是早在七、八年前，即由當時任教「國立台灣師範大資訊教育系的周二銘博士」率領研究團隊，持續三年積極研究之

下，開始逐步建立雛型。飛鷹人即使四肢癱瘓其無窮的發展潛力也不該被忽略，飛鷹人就是在發展出另一種就業的可能性(

圓夢網)。目前在網路競爭激烈的市場上，飛鷹人已開出一條重障就業新路—開始雖然小，卻很有力量！

本網站完全由飛鷹人設計規劃完成。從討論網站首頁主題，是否該以弱勢族群的形象出現？還是如同一般的網路服務公司，

來迎接公平無私的業界競爭？都曾經是討論的重點。飛鷹人散居全國各地，必須透過網路的連結才得以合作，在經費不足及

手功能嚴重障礙之下，飛鷹人要突破的難關真是一重又一重。

Who are EFLY? We are a group of freelance IT experts with severe physical disabilities working at home. This

group was established officially in 2001 after many years of research led by  Dr. Mike Chou who was a

professor in National Taiwan Normal University. Despite our physical disabilities, the talent and potential

of Efly members should not be ignored . We want to prove that we can be self-employed. The competition in IT

market is rather fierce, but members of Efly are determined to stay on.

This website is designed and maintained by Efly members. It presented as a forum in which it discussed if

the group should openly declare their physical disabilities or just compete with other countless web

companies in the market. Efly members are scattered around the island of Taiwan. Thanks to the Internet, we

are able to co-ordinate the work together. Due to lack of funding and the physical disabilities, Efly has to

overcome many challenges ahead .

– Discovering hope

是什麼改變了這一切？飛鷹人從萬般困頓中體驗出「網路創業」的精神。目前全世界雖經濟不景氣，但網路環境仍在積極進

步中，因此我們確信--即使全身癱瘓，但只要對自己及網路的本質去認真理解，仍然可以克服所有難題，運用網路來從事工

作。其最終目標是有朝一日，人們會希望作品打上EFLY商標，以彰顯飛鷹人所代表的價值。

What has changed all this? Efly went through many challenges  and gained experiences in setting up an E-

business. We truly believe that despite being paralysed, as long as we believe in ourselves and understand

the IT market, we will be able to compete and be successful . Our ultimate goal is to have companies be

proud of and satisfied with their websites designed by Efly and to demonstrate  the values we represent.

我們所創造的就是一個科技與人性緊密結合的工作環境與就業方式。我們運用如IBM推行的遠端線上會議、虛擬團隊合作模

式、虛擬辦公室等技術，建立電子商務與客戶服務機制，同時負責監控整體服務品質，沒有時空限制，「不必聚在一起，一

樣一起工作！」這樣一來，可接力二十四小時互相支援，確保公司服務運作不中斷，可分散風險、增強整體的競爭力。並且

讓飛鷹人可擺脫實體資源、時間、空間與意外的限制，來協助公司大幅提升工作效率及機動的進行解決方案。因此，飛鷹人

可稱得上是一支勇敢機智、反應靈活的部隊，也是一個具有彈性與應變力的公司組織。

We have created a working model to incorporate humanity and IT.  By using online meetings, virtual teamwork

model and office technology,    we set up an E-Customer Service System and monitor the quality of service

non-stop  to achieve the goal:  " We work together  without being together " This way, we can support one

another 24/7 to ensure uninterrupted services. This operation will reduce potential business risk and

increase overall competitiveness.  It will also eliminate the restraint due to resource, time, space and

unpredictable event so that efficiency, productivity and problem solving can be vastly enhanced. Efly

members are resourceful and intelligent – we are also flexible and quick to respond to any necessary

changes.

If we use the internet effectively to promote our services, we will be able to attract enough clients. We

believe that only professional after-sale services can keep customers loyal  in order to build a network of

clients. Efly members work closely with each other and work hard to make our services competitive in the

market.

遠景
 - Long-term goals

如今，是個需求面主導供給面的時代。光是全國媒體，現在就有八十台的有線電視頻道、上百家廣播電台以及三、四千家雜

誌。更別提網路服務公司到底有多少家？實在無法計算！這樣殘酷的競爭市場，不受傷、流血實在很難。要成為一位創意十

足的網路工作者飛鷹人，絕不可畫地自限！所謂「打落門牙和血吞、打斷手骨顛倒勇！」。飛鷹人在逆境中還是會自尋存活

下來的路，只有沒有競爭力的人會不斷的找尋失敗的理由。

簡單的說飛鷹人生命中都歷經過一場大災難，可能是出生、成年前後或者到了中年，意外發生了，但是都存活下來，以致生

命重新改寫。必須要撥開重重荊棘，才能走出一條生存的道路，以獲得尊重、尊嚴為目標。我想，我們可以很驕傲的說：「

飛鷹人可以更好，我們一定能看見飛鷹人的生命力，從曾經重挫到拾回自信困境中重生！」

Despite the flourishing of E-business, it is not easy for an IT company to survive in this extremely

competitive telecommunications market. Therefore, all Efly members are determined to stay in the business no

matter how difficult it becomes.  In short, all Efly members have already survived major challenges in their

lives and are not afraid of any new ones. Such attitude is applied to their commitment  in running the Efly

organization.

飛鷹人基金會

飛鷹人存在的意義並不在「賺了多少錢」而是在「怎麼過生活」，因此生命的品質是很重要的，這是飛鷹人共同的目標，我

們企盼未來成立一個基金會，作為有制度、長長久久的培育飛鷹人後進人才的搖籃及經驗傳承的「飛鷹重鎮」。

我們的目標：

‧    創立飛鷹人堅定的品牌與概念。因為飛鷹人並非遊牧民族，必須要有發展的基地，種下自己的根，方能永續經營。
 
‧    持續研發結合科技與人性的新穎訓練與就業方法。讓未來，不管是任何科技行業的新興、變遷，我們的研發腳步都

能支持每一代飛鷹人充實技能與職業重建。

Our goal is not to make profit but to demonstrate a way of life. Our aim is to improve the quality of life

A：
‧     這問題與製作流程有關，回覆如下：

‧     製前規劃：先與您一同討論，了解您的需求，並規劃最適合的網站架構。
‧     簽 約：預定網站完成時間，並收取定金。
‧     資料搜集：由您提供網站所需的內容文字及圖檔資料等。
‧     製作樣板：可先設計出首頁或次頁樣板，請您先確認網站的風格。
‧     製作內頁：開始製作其網站內頁部份，並依照您所提出的意見加以修改。
‧     驗收確認：網頁設計完成時，將網站內容放在正式網站。
‧     結 案：網站啟用後，若無問題就正式結案並收取尾款。
 
Q:  How should we work with you if we wish to set up a website?

A:

1.　 we need to discuss thoroughly of your needs and expectations if all has been agreed, then we can sign a contract.

2.    once the deposit has been paid, we will start preparing for the setup of your website.

3.    we will start gathering all the essential information,data and pictures to make a provisional version of the front page.

4.    after reviewing the provisional front page, you can let us know what needs to be changed and we will make amendments accordingly.

5.    we will then start designing the contents of your website and make amendments according to your specification.

6.    when everything is done, we will activate the website on the Internet.

7.    once the website is activated and it pleases you, you should mail the final payments.
