2005年二月十六日，京都議定書正式生效，做為溫室氣體排放最大量的國家，美國聯邦政府卻置身事外，但是西雅圖的市長Greg Nickel卻在同一時間串連全美大大小小都市的市長（目前已經有307個市長），以個別城市的力量來負起溫室氣體減量的責任。既然要要減低溫室氣體的排放，就得提出具體的政策，繼今年三月Nickel市長向西雅圖的市民發表了初步的計畫和目標後（請參考：西雅圖與京都議定書http://blog.yam.com/kueihsienl/article/1612477 ），九月二十八日的今天，再度向大眾宣告具體的行動方案。(照片不是我拍的)
這個名為「西雅圖氣候行動方案」（Seattle Climate Action Plan）計畫的目標是讓西雅圖達到京都議定書的規範，在2010年必須減少680,000噸的溫室氣體排放量。西雅圖溫室氣體排放的來自於日常生活的能源使用。美國是個高度仰賴汽車的國家，西雅圖也不例外，各種汽車使用石油所排放的溫室氣體就佔了將近一半，因此減少西雅圖人對汽車的依賴，是最重要的工作之一，未來相關的計畫包括，投資一千五百億美元以擴張大眾運輸系統，另外，也投注四百億美元以改善現有大眾運輸路線，讓民眾更信賴大眾運輸系統。自行車專用道的長度將增加為現有的25英哩增加為50英哩（80公里），同時，也必須為西雅圖的市民創造更好的步行空間，因此在2008年底以前，將要增加200個行人專用坡道，並改善50個行人穿越道。
除了減少西雅圖人對汽車的依賴，氣候保護的其他重點工作還包括：增加燃油的效能以及使用生質能源（Biofeul）、提升住宅和商業建築的能源使用效能並推展其使用再生能源等等。
