經濟不景氣，鐵飯碗教職人人搶著捧，但教育部統計，教職職缺已達飽和。每年因退休、轉業而空出來的教師職缺相當有限，加上生育率下降，學生人數減少，去年入學人數只有28萬多，預估98年可能降為22萬人，全台國小不斷減班，預計到98學年度為止，共計將減少4287班。
