緊急賑災工作

懇請援助菲律賓凱莎娜颱風災民

各界的朋友們：

 

我們寫這封信，是希望您能夠伸出雙手，援助菲律賓因凱莎娜颱風所造成的水災災民。

 

就在上週六（9/26），由凱莎娜颱風所造成的驚人雨量，震驚全球。僅僅在六個小時內，瞬間的暴雨幾乎降下了相當於平均一個月的水量，洪水淹沒了80%的馬尼拉都會區，而部分區域水淹高達有16英尺（約9公尺高）。

 

伴隨著排水系統的堵塞與損壞、政府毫無建樹的都市計畫、以及權勢家族與政客以伐木特權，肆無忌憚地對森林濫墾濫伐，種種因素導致瞬間暴雨的洪水直接湧向街道與社區。再加上政府的公共工程部門是如此地貪污腐敗，污水處理系統的維修工程，往往不是無人處理，就是半途而廢。

 

截至9月30日凌晨三點，至少有310人已確認死亡，而各地方仍持續在回報失蹤人數，目前確切數目仍不詳。約有43萬5千位災民無家可歸、受傷、或失去了他們所有的財物。估計至少仍有100萬人沒有電可用。

 

情況之所以會這麼地糟糕，無非就是無能的菲律賓政府對這次人禍天災反應不力。洪水淹得這麼高，菲律賓軍方卻只派遣13艘橡皮艇出來救災。明顯可見，政府完全缺乏防災措施以及救援行動的相關設備。許多災民家庭跟他們的子女，就這樣被遺棄在屋頂上顫抖著過夜，得不到政府任何的救助。

 

許多的社區，尤其是都市貧民社區，已被破壞殆盡

 

在許多受災地區，成千上萬的人失去家園和財產。洪水雖然不會對災民有什麼差別待遇，但居住在臨時住所和棚戶區的城市貧困社區，所受到的破壞是最為嚴重的，其影響之大是他們大部分人無法想像的，他們大部分皆已變得一無所有，且無家可歸。

我們將透過菲律賓草根組織在各地的分會以及駐地組織者，直接把各界的捐獻發送到災區去。

We wish to convey our condolences and sympathy to the victims of Typhoon Morakot, especially to our indigenous brothers and sisters who lost their loved ones and had homes, land and property destroyed. The same typhoon, named “Kiko,” hit us in the Philippines, killing dozens of people including indigenous peoples and small-scale miners, leaving more than 1,000 families homeless and affecting more than 28,000 people.

親愛的朋友：

 

我們向所有臺灣莫拉克颱風的受害者表達慰問之意，特別是我們失去摯愛、家園、土地及生命財產的原住民朋友們。同樣的超強颱風，也侵襲菲律賓，在此稱之為Kiko，造成數十位喪生，其中包括原住民及小型採礦者，以及一千多個家庭無家可歸，受影響人數超過兩萬八千人。

 

        臺灣政府身負對颱風受害者及災區的責任而迅速的救及重建固然很好，但其提出的災後重建條例卻未能顧慮到受災社區對重建家園的參與。受災的部落及原住民本身才是最關注災後重建的人，這攸關他們的生存，因此他們必須參與所有相關事宜的決策過程。

 2010年5月，菲律賓人民將再歷經一次全國性的以及地方性的選舉，這次大選將選出1位總統、1位副總統、12位參議員、219個選區的國會議員、少數政黨代表，還有2個自治區、81個省、136個城市、以及1495個直轄市或城鎮的官員。

    2010年5月這次大選，如果像前幾年一樣，到頭來還是政治菁英與家族政治肆無忌憚地操作賄選、暴力、恐怖行為、以及財勢，以確保他們持續掌握大權，其實只是在上演同樣的戲碼。

    然而，如果大多數選民可以抓住這次大選的契機來改革政府，尤其是推翻令人討厭的愛若育政權，那麼就會截然不同於以往的選舉。

    如果一個政權過去十年來不斷犯下貪腐、賄選、謊言、以及政治壓迫的錯誤，更糟的是，還施行政治暗殺（extrajudicial killings）、被迫失蹤、以及其他人權侵害事件，這個政權早就該被判出局，並追究相關責任。

    人民強烈要求，不管是誰上台執政，皆應以務實的態度著手處理普遍的貧窮議題，並解決整體嚴峻的經濟形勢，有超過70%的菲律賓人民在愛若育政府的執政下，生活越來越糟。

Joint Statement (August 20, 2009)

We, Anakbayan, League of Filipino Students, Student Christian Movement
of the Philippines, National Union of Students of the Philippines and
College Editors Guild of the Philippines condemn in the strongest
terms the violent dispersal and mass arrests of the youth rally at the
Malacañang gates by elements of the Presidential Security Group (PSG)
and the Manila Police District – Philippine National Police yesterday,
August 19.

What happened at the Malacañang gates is an exaggerated use of force
against the youth and students. At the moment we reached Gate 7 of
Malacañang, elements of the PSG and PNP immediately welcomed us with
blows and nightsticks. Some of them were not even in uniform.
Negotiations went underway only after they have arrested 20 of our
fellow students and 17 of us have suffered mild to serious physical
injuries.

【記者謝雯伃、李育真、實習記者魏世昌台北報導】學費越來越 貴、學校大樓掛上企業家的名字、校園門口貼滿「多益考前猜題班」招生海報，台灣教育商品化現象不是特例，這股浪潮早已席捲全球。第一世界列強國家以「去管 制化」之名，透過世界貿易組織（WTO）下的服務貿易協定，讓許多以社福著稱的國家降低教育預算、縮減經費，教育從公共服務轉向要求受教者「使用者付費」 的商品化思維。

昨天在世新大學舉辦的「教育、帝國主義與反抗」研討會上，香港理工大學應用社會科學系教授古學斌表示，香港教育商業化的問題相當嚴重，學生負擔越來越重。 學校被要求自負盈虧，校方為了生存，以「終身學習」為名義，開設許多賺錢課程。近年來失業率高漲，政府積極鼓勵失業者回學校唸書，一方面為學校增加招生 率，另一方面則為了緩和失業率。

香港副學士 雇主不買單

古學斌指出，香港學校為了營利，推出「副學士」學位，引發許多問題。有關當局不斷宣傳副學士的好處，考不上好大學的民眾以為可藉此一圓大學夢，紛紛付出沈 重的學費就讀。然而，政府對副學士缺乏監管，課程問題不斷浮現，許多人擔憂課程過於商品化、充斥誇張失真的宣傳；部分課程資源短缺，影響教學素質；有些課 程供過於求，產生惡性競爭。「關注副學位大聯盟」多次抨擊政府與學校放縱副學士教育市場失衡，導致副學士最後能進入大學的人數寥寥無幾，學歷也不被雇主承 認，就業困難重重，成為香港社會棘手的問題。

日本國際教養大學客座學者Yih Yeh （Donna） Pan訪問一群台灣實習老師，發現他們對移工抱持負面想法，不願與移工、原住民或黑人通婚。Donna認為台灣人具有漢族種族主義，輕視白人、漢人之外的有色人種。 （圖／唐紹航　文／李育真） 【記者謝雯伃、李育真、實習記者魏世昌台北報導】「台灣有沒有種族歧視？」日本國際教養大學客座學者Yih Yeh Pan（Donna）高中時從屏東移民到美國唸書，住在美國時，她明顯感受到白皮膚比深色皮膚優越的膚色階級政治。當美國友人詢問，台灣是否也有歧視時， 她原本覺得沒有，但成為研究者之後，發現台灣也有種族歧視。 Donna在「教育、帝國主義與反抗」研討會中表示，每個國家都有移民問題，但身處其中的人卻未意識到、或者問題不被研究。她以自身的種族經驗出發，分析台灣對於不同種族的態度。 從事教育卻有種族偏見 她在南部一所學校訪問10位來自全省、剛修完教育學程的實習老師，透過批判性的種族分析方式，希望探討他們對於新住民、原住民的態度，而他們的種族意識型態又與白人沙文主義有什麼關係？研究結果發現，這些教育工作者都具有種族的偏見。 訪談中問到：「你是否願意讓自己的孩子與外籍配偶（簡稱：外配）的小孩當同學？」所有受訪者一致表示不願意。受訪者Chung認為，外配孩子學習程度差，老師會花比較多時間在他們身上，自己的小孩會受到忽視，無法接受公平的教育。 新子已成趨勢 「現在我可以敞開心胸跟妳說，我不會把我小孩放到全都是外配孩子的班級中，因為『近朱者赤，近墨者黑』，他們會帶來壞影響，影響孩子的學習能力。所以我希 望將小孩放到只有漢人的班級。」Shou說完後，隨即嘆口氣表示，外配孩子越來越多是一種趨勢，最後還是得將小孩放進有外配孩子的班級裡。

【記者謝雯伃、李育真、實習記者魏世昌台北報導】西方強勢文化 衝擊下，多元文化逐漸削弱、消失，主流意識型態影響下，主導了大眾觀看世界的方式。一群進步教育工作者意識到這些問題，在世新大學舉辦的「教育、帝國主義 與反抗」研討會上，分享如何透過教育突破強勢西方文化與主流意識型態的限制，重新形塑自己的文化與觀點。

教科書的不良影響

菲律賓Ateneo de Manila大學教授Francis A. Gealogo表示，菲律賓曾受美國統治，教育發展深受美國影響。他舉例，美國在教科書中將菲國的民族英雄描寫成盜匪，指出這些人對國家造成負面影響，或 者強調在美國的幫助之下，為菲律賓帶來許多進步發展。政府大力倡導英文教學，讓菲國母語tagalog越來越弱勢。菲律賓孩童一代代接受這些教 育，Francis對此感到相當憂慮。

許多菲律賓進步教師透過改寫教科書、編輯孩童個人讀物抵抗美國文化，這些運動在全國各地如雨後春筍般地蓬勃發展。Francis說，教科書的內容主要是改 寫歷史內容，讓孩子重新認識被遺漏的歷史。可惜，受限於考試制度，老師只能將這些教讀物當作補充教材，利用課餘時間教學，難以撼動教育體制。

Vigil（左）與Colleen Woods（右）是研究生教員工會的成員。在工會的爭取下，教學助理獲得保障固定任期的固定合約、健康保險以及學費減免的待遇。 （圖／唐紹航，文／李育真） 【記者謝雯伃、李育真、實習記者魏世昌台北報導】去年4月，青年勞動九五聯盟、傳播學生鬥陣、政大研究生學會為「研究助理適用勞基法」、「校內工讀適用勞基法」等議題到教育部陳情，要求勞基法保障大專院校的校內工讀和研究助理，防止校方任意刪減工讀機會、減少工讀時數。 為拚論文慘遭剝削 青年勞動九五聯盟指出，不少教授掌握論文生殺大權，會向助理提出不合理要求。有人半夜三點被叫起來當司機，甚至免費教授小孩拉小提琴，這些都是不受勞基法 保障而遭受剝削的案例。美國學生也有類似處境，特別是同時擔負教學工作的教學助理，為了捍衛自身權益，積極籌組研究生助理工會。 來自美國密西根大學的Colleen Woods與Kiara M. Vigil是研究生教員工會的成員。她們表示，1970年代擔負教學工作的教學助理完全沒有合約保障，激發出政治、社會科學學院學生的抗議行動，他們呼籲 校方簽訂合約並積極籌組工會，直到1975年才成立研究生教員組織（GEO，Graduate Employee Organization），如今密西根研究生教員工會已成為全國第2大的研究生助理組織，隸屬於基層教師聯盟。 Kiara表示，工會主要成員是擔任教學工作的研究助理。工會爭取到與校方簽訂合約，除了保障固定教學任期、健康保險、眷屬權益，並要求清楚界定工作範 圍。許多教學助理同時身兼教學與行政工作，他們希望確實釐清工作內容。另外，會員也享有學費減免的待遇，有些成員甚至不必繳學費。

Gealogo指出，菲律賓教育深受美國影響，從英語使用到教育學制，都向美國看齊。有一群具有進步意識的菲律賓學者使用自編教材，教導學生被遺漏的歷史 事實，藉此抵抗美國意識型態，希望走出菲律賓的獨立之路。 在新自由主義浪潮下，各國政府大幅度削減教育開支，教師，研究人員和教育工作者的工作條件日益惡化，薪資成長幅度跟不上生活物價。政府更以效率不彰為由， 關閉許多學校和大學，造成失業問題。許多進步的學者與運動者指出，帝國主義是問題關鍵，以美國為首的帝國主義對教育有破壞性的影響。他們認為，鬥爭的知識 與研究可以反對帝國主義，批評帝國主義思想將成為改變社會結構的重要工具。

【記者謝雯伃、李育真、實習記者魏世昌台北報導】「美國是我們 的友邦，給予我們許多援助。」菲律賓基層教師、教師聯盟主席Antonio Tinio唸了一段菲律賓教科書的課文，指出美國意識型態對菲律賓教育的影響。他表示，當年美國甚至讓軍人擔任老師，讓美國思想深植人心，成為推展菲律賓 本土教育的困境。

菲律賓大學教授、「高等教育工作者站起來（All-up Academic Employees Union of faculty research staff）」組織創始人Judy M. Taguiwalo憂心地表示，菲律賓原來是用英文教學，後來因為運動的成果，開始用tagalog，如今雅羅育政府以全球化之名，宣布重新恢復以英語作 為主流教學的語言，美國化問題將更加嚴重。

Antonio與Judy分別是中小學教師組織與教授組織的重要幹部。Antonio表示，菲律賓教師聯盟成員涵蓋小學老師到大學教授，總數將近3萬人， 遍及全國各地。教師聯盟不被政府正式承認，但會定期與政府對談，除了爭取加薪等權益，也透過集會、抗議行動致力於提升民主與自由，被雅羅育政府視為反叛力 量。

    再過不久，整整十月不長不短的軍旅即將結束。抵抗軍隊生活中那腐蝕心靈的呆板黏膩，我靠的是深夜耳機裡所釋放出來的搖滾結界，以及縈繞我心，詩人楊牧的那句「有人問我公理和正義的問題」。但我並沒有拘泥於詩句本身，反而始終放心不下，甚至感到有些慚愧，到底，遠在菲律賓路易西塔大莊園（Hacienda Luisita）的友人們過得好不好？那槍聲是不是已遠去？樂生院的阿伯阿嬸是不是神經又劇痛了起來，而再怎麼痛也痛不過迫遷的痛？還有建和，他該不會又失眠而獨自抽著悶煙，不願再夢到那些司法邪惡？只要一想到如此種種，鼓聲彷彿真的敲進心坎，隱隱作痛了起來。

政治陰謀下的失蹤與政治暗殺

（說明：AI人權報告所用的字彙是extrajudicial executions，這其實相當具有諷刺意味，因為菲律賓雖然在2006年6月6日廢除死刑，但全國卻盛行高度懷疑是軍警直接執行的政治暗殺。）

菲律賓政府所執行的國家戡亂政策，對非法的菲律賓武裝共產黨「新人民軍」（New People’s Army, NPA）戰士，以及代表合法組織的左派人士而言，皆一視同仁。執政者對於種種人間蒸發、政治暗殺，以及針對左派人士、異議人士、N G 0工作者所起訴的刑事案件，其說法一直以來都只有模稜兩可的假證據。

有關菲律賓的政治暗殺，聯合國記錄專員在四月所提交的報告中指出：「層出不窮的謀殺事件，幾乎消滅了公民社會的菁英領袖，包括人權捍衛者、工運人士、以及土地改革倡議者，不僅令公民社會的行動者們心生恐懼，更限縮了國家內部的言論自由以及政治論述。」

這次想要寫信給你，其實是想要詢問你一個困擾我整晚的問題。真希望我人現在就在Hacienda Luisita， 那麼我們就能徹夜詳談，在與你討論這個問題之前，也許你已經教會我最喜歡的那首歌，我們還跟其他朋友們輪唱過幾回，高興時還隨意地起舞，不遠處軍營裡的同胞聽到了我們的歌，可能會開始想想自己的土地與人民，說不定他們會覺得，如果這些歌曲都是「新人民軍」的精神和象徵，其實國家政府就不應該與所謂的「恐怖份子」為敵，然而夜是越來越來深了，軍人的殘暴我們是清楚的，他們隨時都能讓這個好月色染上抹也抹不去的血腥，因此我們必須清醒，或者你會為我端來的咖啡，這正好幫助我們提高警覺，並能夠好好地談論這個困擾我整夜的問題。

剛剛我和緒中在台北城裡，向這邊的青年朋友們介紹你的土地和你們罷工抗爭的故事，甚至播映了紀錄片「製糖季節」給大家看，雖然為了翻譯此片我已經不知反覆看了多少回，但今晚的第N遍依舊令我胸悶欲淚，即使已經知道Hacienda Luisita的抗爭終於有了重要的進展，你和你的族人終於能夠恢復本來就應該屬於你們的一切，你們的工作、你們的土地、你們的權利、你們的生活，這些再基本不過的要求，如今終於獲得了回應，這便足以讓我們興奮地一起再高歌幾曲，但2004年11月16日下午3點軍人警察的血腥鎮壓，在影片中是那麼地清晰，讓生活在台北繁華之都，也對這一切容易感到陌生的我更為你和你的族人感到不安和恐懼，這種恐懼在2005年10月26日的夜裡獲得完全的釋放，我的朋友Gi轉來Ricardo Ramos在25日 晚上九點遭到槍擊的消息，讓揪著心的恐懼轉變成無比的憤怒，憤怒這些既得利益者和幫兇究竟還要從這片土地上帶走多少耕耘者的生命，帶來多少悲戚的淚水。由於這些生命的荒謬，這些原本應該保衛人民的國家軍隊和警察，卻轉而成為屠殺人民的機器，讓看完影片的我們心情沈重不已，某位台北的青年朋友便不經意地對我們在菲律賓的經驗下了個無心的註解：「菲律賓的經驗是悲觀的。」正是這個註解讓我在這個夜裡直想提筆寫信給你，想同你討論你和你的族人在這十三個月的罷工抗爭裡，究竟是悲觀地面對毫無保障的生活，擔心自己的家人朋友隨時都可能遭逢不測，還是樂觀地相信不管來多少鎮壓，只要能繼續堅持抗爭，許寰哥家族和艾若育政權一定會屈服，權利和正義將會站在人民這一邊。

Background and Objectives

        Imperialism is at the root of untold suffering for billions of people throughout the world. Imperialist banks and corporations reap huge profits from the exploitation of working people even as the world economy is racked by crises, the gap between rich and poor countries widens, hundreds of millions are thrown into unemployment, billions are kept in poverty, and environmental destruction proceeds unabated. The imperialist countries, led by the United States, wage wars of aggression to control valuable markets and resources and suppress revolutionary movements. All over the world, imperialism intensifies the oppression of women, exacerbates racial and ethnic conflicts, and incites discrimination against migrants.

        In the guise of neoliberal globalization, imperialism is having a devastating impact on education. Drastic cuts in public spending for education have become the norm. Teachers, researchers, and other education personnel suffer deteriorating standards of living as salaries fail to keep up with rising costs. Large numbers are being laid off as governments close down schools and universities deemed inefficient. As education becomes the flashpoint for popular struggles, schools and universities are increasingly subjected to state repression.

        Imperialism exercises an ever-tightening grip on education. The WTO's General Agreement on Trade in Services (GATS) has placed liberalization of the so-called education market and the privatization of education on the agenda of future negotiations, along with other basic social services. Teaching and research are to an unprecedented extent driven and defined by corporate interests.

        Imperialist control of education is a key element in imperialist domination of culture as a whole. U.S. imperialism, in particular, makes full use of the means at its disposal—chiefly its huge monopolies in mass media—to shape world public opinion according to its interests. Monopolies have increasing influence over curricula, education programs, institutional organization, and research agendas.

        Struggle over knowledge and research is a key aspect of struggles against imperialism.  On the one hand, imperialist domination of education and research is used to undermine people’s struggles. On the other, a critique of imperialist ideology can be an important tool in the struggle for radical structural change. Throughout the world today, education workers respond to imperialist globalization through solidarity and struggle to defend their rights and welfare, the people’s right to education, and advance the struggle for a more just and humane future for all.

        The conference aims to bring together academics and social activists to put forward a progressive critique of imperialism and education. Participants to the conference will present critiques of aspects of imperialism and education including access to education, education sector reforms on neoliberal lines, right to education and livelihood, the political economy of education, the politics and theories of knowledge production and research, the impact of privatization and liberalization on educators and students and the impacts of education sector reforms on societies.

台灣科地埃拉日紀念活動Cordillera Day in Taiwan

關於…科地埃拉日

 

菲律賓呂宋島北部的山區，稱為Cordillera（譯為「科地埃拉」或「科地耶拉」）。1980年，菲律賓前獨裁者馬可仕推動由世界銀行資助的奇歌河流域(Chico)水力發電水庫的建造計畫，引起當地原住民族的反對與抗爭。4月24日當天，備受敬重的抗爭運動領袖─Ama Macliing Dulag和Pedro Dungoc遭軍方暗殺身亡，促成了科地埃拉地區人民的抗爭意志，強化了他們的團結，為捍衛原住民族的土地和資源，以及爭取民族自決而努力。

1981起，科地埃拉開始追悼烈士Macliing Dulag，隨著科地埃拉的草根人民運動擴展至其他省份，這個紀念日於1985年開始被稱為「科地埃拉日」，象徵科地埃拉不同原住民族群間，以及與區域性、全國性甚至國際性友人和支持團體的團結。1984年6月成立的科地埃拉人民聯盟(Cordillera Peoples Alliance, CPA)，負責籌辦次年的科地埃拉日活動，從此之後，科地埃拉日在科地埃拉區的各地舉行，每年的紀念活動都有特定的關注主題，參與人數從3000到4500人不等，已成為科地埃拉地區原住民團體與友人及支持者，每年規模最大的政治團結集會。

 

關於…台菲友好協會

 

         台菲友好協會是由關注菲律賓民主、政治、人權、等議題的台灣與菲律賓兩地的學者、學生、工運、社運團體等個人共同組成的團體。台灣與菲律賓原住民族交流行動，自1998年的原住民抗爭經驗論壇上開始，自此之後，台灣與菲律賓的運動組織開始攜手並進，持續進行意見與經驗的交流，相互支援，為促進原住民族及基層草根民眾的基本人權和福址而努力。這樣的團結行動，從個人延伸到組織運動，從菲律賓國內延伸到國際層次。

 

今年，我們與菲律賓移工組織Migrante International合作，在台灣舉辦第一屆的「科地埃拉日」，邀請所有關心菲律賓議題、致力於人民抗爭運動的組織與個人共同參與，共襄盛舉！

3月6日晚上，菲律賓「五一工聯南塔加洛分部」（PAMANTIK-KMU）發起的「大長征」（LAKBAYAN）行動，在勞工部前遭到警方暴力驅 散，共有35名參與群眾受傷、包括17名重傷。這些受傷的抗爭勞工大部分來自豐田汽車、雀巢及日產汽車三個工會，而這三個工會皆已罷工數年，雖然最高法院 的裁決都對勞方有利（或是曾經對勞方有利卻被逆轉），但官方卻無法強制執行法院的裁決。

由於罷工經年，這些工會皆長期缺乏經費，此次行動又有多人受傷，醫藥費的負擔更形沉重。所以，台菲友好協會在台灣發起募款聲援行動，希望透過棉薄之力對菲律賓的勞工及人民運動表達支持之意。

「大長征」行動介紹

長征遊行日期：

暴力驅逐地點：

位於馬尼拉舊西班牙王城的勞工就業部，部長Arturo Brion的辦公室前。

事件始末：

菲律賓南塔加洛地區（呂宋島南部）的工人們，包括豐田汽車菲律賓廠勞工聯盟（TMPCWA）、雀巢（Nestle）工會、日產汽車（Nissan） 工會，以及南塔加洛區域的支持群眾約五百名，為了爭取職業安全、合理工資以及捍衛組織工會的權利，以長征遊行的方式向首都馬尼拉前進，抗議資方與政府合謀 的壓迫與政治暗殺，這次行動名為「大長征」（LAKBAYAN）。許多農民也參與聲援這次行動。

「五一工聯南塔加洛分部」（PAMANTIK-KMU）組織這次為期五天的活動，而率領長征遊行的則是南塔加洛區罷工時間皆已長達數年的三大工會，也就是豐田、雀巢、以及日產工人的抗爭。

活動首日，豐田汽車菲律賓廠勞工聯盟就在位於Sta. Rosa市的日產汽車廠以及豐田汽車廠前示威抗議，為「大長征」行動發出先聲。遊行沿途，許多教會人士與村鎮居民都友善迎接遊行者，並招待他們過夜。

活動第四天，遊行隊伍試圖前往最高法院，譴責最高法院所頒佈之違憲的、扭曲的、有利豐田資方的判決，並抗議許多起非法解雇工人的爭議，也要求最高法 院落實六年前維護雀巢與日產工人權利的判決，因為過去六年來，日產和雀巢資方從未實際執行。警方封鎖道路，阻擋遊行隊伍前往最高法院門前進行示威抗議。儘 管如此，遊行隊伍還是成功地開展原先規劃的活動。

在最高法院的行動之後，遊行隊伍來到勞工就業部長辦公室前，部長Arturo Brion在此工作。這次和平示威抗議行動，是向政府施壓，要求立即解決許多起南塔加洛地區非法解雇案，以及軍警暴力驅散工人罷工封鎖線的行動。

政府非但沒有正視工人的訴求，反而還是以暴力方式驅散此次遊行隊伍。有兩部消防水車以水柱攻擊示威抗議者。儘管抗議者們已經臥倒在地，但仍不斷遭致痛毆。警方的驅逐部隊根本沒有道德正當性來驅散和平集會的示威抗議者，但警察卻以對待罪犯的方式用警棍攻擊工人們。

在暴力驅逐行動前，遊行隊伍和平地舉行活動，當時約有十位警方人員站在勞工部前。兩輛沒有牌照號碼的巡邏警車就停在一邊，其中一輛放滿了警盾、警 盔、和警棍。當現場越來越暗時，有越來越多的警察整隊擋在示威者前，其中一些警員連胸前的名牌都沒有。有些警察著便衣戴臂章，其中有些還手持M16步槍站 在路的另一邊。還有一些靠近勞工部大門的警察對著抗議者攝影蒐證。就在遊行領隊正與警方人員Lt. Viray談判交涉時，消防車便開始對著抗議者噴灑強力水柱，由Col. Rosales率領的警方人員也開始對抗爭群眾進行攻擊。

在這場暴力衝突中，共有35位遊行人士受到輕重傷，至少有17位工人遭受重傷並被送往菲律賓總醫院以及馬尼拉醫院，其中包括多位工會領袖：豐田汽車 菲律賓廠勞工聯盟的主席Ed Cubelo、五一工聯南塔加洛分部主席Romeo Legazpi、以及雀巢工會代理主席Noel Alemania等。五位被送到馬尼拉醫院的抗爭者，全被逮捕至馬尼拉警署。令人髮指的是，在抗爭過程中遭馬尼拉警方拖行的五一工聯南塔加洛分部組織者 Marlon Torres，他在馬尼拉醫院中被診斷為情況危急，但還是被迫辦理出院並帶往馬尼拉警署總部；豐田汽車菲律賓廠勞工聯盟的聲援者Lucresio Baril受傷極嚴重，警方以利刃刺傷他，導致他的小指被切下；豐田汽車菲律賓廠勞工聯盟的另一位幹部Virgilio Colandog，他的頭部遭警棍重擊。

第五天，遊行隊伍向西區警察署（WPD）及馬尼拉警察總署（MPD）展現一次激憤的大集會，嚴厲譴責他們前一天的暴力驅逐行動，這次集會成功地要求 他們釋放遭逮捕的工人與農民。在警署前的抗議行動後，遊行隊伍再次回到勞工就業部，齊聲譴責Brion下達命令發動目無法紀的暴力驅逐行動。這次警方不敢 輕舉妄動，因為他們若再次驅逐遊行隊伍，工人們就會被迫反擊。

在勞工就業部前的抗議行動之後，遊行隊伍又前往總統府馬拉坎南宮，但大批警方又再一次封鎖道路。遊行隊伍就在封鎖線前象徵性地焚燒總統艾若育的肖像，以及豐田、日產及雀巢的公司標誌。這次大遊行宣告著勞工的抗爭行動必將持續。

OFW group hits 'pompous' Arroyo visit to Hong Kong

MANILA, Philippines-A Hong Kong-based network of migrant organizations criticized the “pompous" preparations drawn up for the scheduled visit of President Gloria Macapagal Arroyo in the former British colony on Sunday.

“She rents a spacious lounge in a five-star hotel while stranded workers in Jeddah are cramped in jail cells. She throws a lavish banquet for her supporters while OFWs in Kuwait scrounge trash bins for food. Isn’t this scandalous and immoral?" asked Gloria Step down Movement – Hong Kong (GSM-HK) spokesperson Eman Villanueva on Wednesday.

President Arroyo is set to appear before the Filipino community on March 30 at the Grand Hyatt Hotel in front of the scenic Victoria Harbor.

Citing insider information, Villanueva claimed that the Philippine Consulate General in Hong Kong (PCG-HK) will be gathering hundreds of overseas Filipino workers (OFWs) to attend a reception with the President at the hotel’s pricey Tiffin Lounge.

“Tiffin Lounge, where GMA is scheduled to appear, already costs HK$450 per head. If they gather 200 people, it’ll be a whooping HK$90,000 (P 450,000).," Villanueva said.

“Where did this money come from? Is this not also an extension of this government’s extreme corruption?" he asked.

The group scored the President’s “luxurious program," noting that most OFWs face “desperate" situations all over the globe.

In Jeddah, Saudi Arabia, more than 100 stranded Filipinos are awaiting repatriation while cramped inside a deportation center. It was reported that the OFWs, mostly runaways from their employers as well as undocumented workers, are suffering from poor health and lack of food.

Eighty-four of the 145 stranded Filipinos in Saudi Arabia, however, have been cleared for repatriation and will probably start coming home by next week, the Labor department confirmed on Wednesday.
ding to Villanueva, the preparations for Arroyo’s visit only indicate that funds that may be channeled for the OFW’s welfare are there.

“Only, it is not used for its intended purpose but to give a thief and a plunderer a pompous welcome," he added.

Previously, GSM-HK has initiated a campaign rallying Filipinos to snub any activity involving the President in Hong Kong.

Since Tuesday, the group also claimed to have gathered about 5,000 signatures from OFWs in Hong Kong to support the “No Remittance Day" campaign scheduled on April 6.

A total of 2,000 OFWs are also expected to participate in the protest action, according to Villanueva.

GSM-HK also accused the Arroyo administration of using the proposed “OFW Savings Instrument" to siphon off money for its own benefit.

“It is not enough that our remittance and payment to government charges are pillaged? Now we are lured to shell out more with the false promise of relief," Villanueva averred.

GSM-HK’s spokesperson also slammed the hedging fund program launched by the government-owned Development Bank of the Philippines which was envisioned to help OFWs cope with the continuing appreciation of the peso against the US dollar.

Under the program, the remittance-deposit by a group of OFWs for a certain period would enjoy a guaranteed return, and a measure of protection against the fluctuating peso-US dollar exchange rate.

“The relief that we need is for prices of basic goods to go down, for the EVAT to be scrapped, for oil prices to rollback and for social services such as education and health to be accessible. This is something that we cannot get while GMA is in place," Villanueva asserted. - Mark J. Ubalde, GMANews.TV

在港工作的菲藉家庭傭工和港人一起，對於阿羅約的濫權和不公義施政非常憤怒．她的反傭工政策只會延續傭工的痛苦，讓他們繼續生活在家庭分隔和無勞工保障的處境之中．

 

阿羅約將會來到香港，部份被厚待的菲律賓社群將會在3月31日，在君悅酒店接待她．

 

而外傭組織和香港的人權捍衛團體將會前往該處，以表示我們對她施政的意見．

Join us in proclaiming Gloria Arroyo is not welcome in HK!

 

Since the beginning of Gloria Macapagal-Arroyo’s term as President of the Philippines, we have seen gross negligence by her and her administration of their obligation to protect and defend the Filipino people. Since 2001, around 900 people have been killed extrajudicially and around 200 people have been “disappeared”. Apart from this, corruption scandals continue to surround the President and her confidantes, of which one notable example is the awarding of a government national broadband contract to the Chinese company ZTE, reportedly overpriced by as much as US$120 million.

 

Filipino migrants living in Hong Kong join the Filipino people at home in outrage at the President’s abuses of power and blatant injustice. They also condemn Gloria’s anti-migrant policies that would extend the hardship and restrictions faced by Filipino workers overseas due to family separation and low level of migrant rights.

 

Now Gloria Macapagal-Arroyo will be in Hong Kong. A reception is being prepared for her at the Grand Hyatt Tiffin Lounge on March 31, with selected Filipino community leaders invited.

 

Filipinos and defenders of human rights should come forth to express our views of her administration! Join us on the following occasions when we will make our voices heard to demand justice and an end to abuse of power:

 

March 30 - 4:30 - 7:30 PM, Public Park between the Immigration and Revenue Tower (Wanchai)

- Thousands of Filipino migrant workers under the banner of Gloria Step down Movement - Hong Kong (GSM-HK) will gather to welcome the corrupt, murderous and fake president Gloria Macapagal-Arroyo with a protest. We will ensure that a much bigger crowd will be in the protest and not in Grand Hyatt lounge fueling the illusion that she is accepted as a legitimate and just national leader.

 

All HKCAHRPP members and other local groups are invited to join us in this protest.  Groups confirmed to attend so far include Hong Kong Justice and Peace Committee, Asian Human Rights Commission, Asia Monitor Resource Centre, as well as all the Filipino migrant groups.

 

March 31 - 11:30 am - 2:00 PM, Central Government Offices (CGO) and Shangri-la Hotel / Conrad Int'l Hotel

 

-          This will be led by the local groups in the HKCAHRPP. We will meet at 11:00 am in Hongkong Bank building (near the lion statue). We will go to the Central Government Offices by 11:30 a.m. We will have some short speeches and by 12:00 noon, we will submit our letter to the representative of the Chief Executive's office.

 

-          Immediately after, we will proceed to Shangri-la/Conrad Hotel for a protest action by 1:00 p.m.

Since the March 31 actions will be mainly participated by local groups, we will need all the warm bodies from our network in the local NGOs, trade unions, churches, women's groups, students and other grassroots groups to join this protest action.

(UPDATE) Labor leader shot dead in Cavite

CAMP VICENTE LIM, Laguna—A labor leader in Cavite was able to survive two consecutive attempts on his life but failed the third time, when three to five men shot him several times Monday morning in Imus, Cavite.

Gerry Cristobal, 39, former union president of the Japanese semiconductor firm Emi-Yazaki and an official of the Solidarity of Cavite Workers (SCW), was killed in what police said was a traffic altercation in Imus town, Cavite.

Senior Supt. Fidel Posadas, Cavite provincial police director, told the the Philippine Daily Inquirer (parent company of INQUIRER.net) that Cristobal was shot several times near a gasoline station on Aguinaldo Highway in Barangay (village) Anabu I-B in Imus at about 7:30 a.m.

On April 28, 2006, Cristobal was shot and seriously wounded by SPO1 Romeo Lara of the intelligence division of the Imus police station.

Lara, who was also wounded during that incident, denied that he intended to kill Cristobal and said it was actually Cristobal who tried to kill him.

After 10 months, on Feb. 9, 2007, Cristobal escaped unhurt when two motorcycle-riding men fired three shots at him.

Supt. Ulysses Cruz, Imus police chief, said it was not an ambush.

"When you say it's an ambush, the gunmen are waiting in a place to shoot the victim," he added.

Cruz said that according to witnesses, the assailants on board a green Toyota Innova vehicle seemed to be chasing the Mitsubishi Lancer "box-type" car of Cristobal before the shooting.

He said they were not sure if he was able to shoot back.

The police found a 9-mm pistol in Cristobal's car while the assailants allegedly used M14 rifles.

Ramil Tined, president of the union Samahan ng Manggagawa ng Emi Independent, said it was highly probable that the other two incidents were related to this one.

"We believe it was not just a road fight," he said, adding that the neighbors of Cristobal said they had seen a vehicle similar to the one used by the gunmen parked near his house several times.

"Imposibleng traffic lang 'yun. May dalang mahaba. Target talaga siya (It was impossible that the reason was just a traffic altercation. The gunmen used long firearms. Surely, he was a target)," Tined said.

Nora Tiloy, former coworker of Cristobal at Emi-Yazaki, said she was both sad and angry.

"Pinapatay na nila ang hanay naming para siguro matakot kami [They are already killing people in our ranks, perhaps to scare us]," she said.

Two years ago, their comrade Jesus Buth Servida, the former vice-president of the union in Emi-Yazaki, was killed by a lone gunman in front of the gate of the semiconductor factory in Imus, Cavite.

Servida was the former vice president of the Samahang Manggagawa sa Emi-Yazaki (SME) and one of the leaders of the SCW.

Like him, Cristobal remained active in labor organizing in Cavite.
