究竟是「國家至上」響亮？還是「民眾第一」好聽？
究竟是「工業開發」重要？還是「農業立國」有理？
究竟是「經濟發展」掛帥？還是「環境生態」保本？
國營企業是如何處心積慮、分進合擊，逐步遂行其政策與意志？
而國家機器的官僚科層結構又是如何面對，或不面對地方人民的生存權益？
1990年，台電公司在台中縣興建了全亞洲最大的「台中火力發電廠」，CO2
排放量榮登全球第一名。
2005年，又以發展工業和經濟，不能出現用電缺口為由，計畫在彰化縣的彰濱工業區闢建「彰工火力發電廠」。
消息傳來，地方環保人士迅速組織「反彰火聯盟」，就此展開環境運動保衛戰，企圖阻止這一場恐會嚴重危害生存健康，與破壞環境生態的開發建設案。
但，長路迢迢，關卡重重，同志們顯得越來越兵疲馬累…
而一小撮人的熱血行動，究竟能不能召喚廣大冷漠結構的回應？
這一路，唯有慈悲的諸天神祇，和靜默無言的「陽光、空氣、水」，情義相伴……

Does “the country is supreme” really resonate or is “people first” actually pleasant to hear?
Is “the industrial exploitation” truly important or is “a nation is built on agriculture” rational?
Is “economic development” in fact in command or is it “environmental ecology” that suffers no loss of capital?
Do State Enterprises deliberately attack concertedly by converging columns and gradually carrying out their policy and will? 
And, how do the State Apparatus face or evade provincials' survival rights and interests?
In 1990, Taiwan Power Company Ltd., constructed in Taichung, Taiwan, the biggest power plant in Asia. The Taichung power plant emits more than 37 million tones of carbon dioxide annually, the highest of any plant in the world. In 2005, Taiwan Power Company again planed to construct another power plant in Changhua County in response to economic development requirements.
When the plan became public, environmentalists in Changhua immediately organized the “Anti Changhua Power Plant Alliance”. It attempted to prevent the construction that would seriously endanger people’s health and severely impact the environment.
There’s still a long way to go but these protectors of the environmental are getting tired and helpless. Will the people’s movements get any responses from the public?
